This Law is enacted in accordance with the Constitution and other related laws for the purpose of implementing the strategy of invigorating the country through science and education and the strategy of sustainable development.

The Law of the People's Republic of China on Science and Technology Progress, adopted at the Second Meeting of the Standing Committee of the Eighth National People's Congress of the People's Republic of China on July 2,1993, is hereby promulgated and shall enter into force as of October 1,1993.
