The Guiyang bureau of science and technology recently issued the Administrative Measures for Guiyang Science and Technology Business Incubators and Maker Spaces (for Trial Implementation).
The area of the site that is independently-controlled by an incubator must not be less than 2,000 square meters, while maker spaces must not be less than 500 square meters. The use area of incubating enterprises must not be less than 75 percent of the total area of an incubator.
An incubator must have a capital scale of no less than 1 million yuan ($137,994), and at least one instance of a fund being used among incubating enterprises. There can be no less than 10 incubating enterprises in an incubator, and the number of incubating enterprises that have applied for patents must account for no less than 20 percent of the total number, or the number of incubating enterprises with effective intellectual property rights must account for no less than 10 percent of the total number.
Each year, the bureau will conduct an annual evaluation of incubators and maker spaces at or above the municipal level that have been recognized for more than one year and continue to qualify as an incubator or maker space.
Municipal incubators and maker spaces with annual operation evaluation results at A or B levels as well as those at provincial level or above with excellent levels will be given operation subsidies.
The bureau will give priority to helping incubating enterprises and entrepreneurial teams to apply for municipal science and technology projects or recommend provincial projects.
If the same public institution or enterprise operates multiple incubators and maker spaces, and the evaluation results meet the subsidy requirements, the subsidy will be given to them in accordance with the principle of high subsidies.
