A joint inspection team visited Guiyang on Dec 3 for administrative inspection of foreigners working in China, according to local media reports.
It was led by Shi Lei, head of Office of Scientific and Technological Talents subordinated to Foreign Experts Office of the Department of Science and Technology of Guizhou Province. Members of provincial department of public security and department of education were also in the team.
Employment condition of foreign teachers in two training schools in Guanshanhu district was spot checked. No unwarrantable behaviors were found, including refusing to check work permits, changing employer without authorization, changing career without authorization, extending working term without authorization, and trading work permits.
During the panel discussion concerning examination and management of work permit for foreigners in China, Shi Lei required Guiyang science and technology bureau to strictly control employment of foreigners in Guiyang, strengthen publicity of work permit system for foreigners in China with various measures, enhance employers' awareness of hiring foreigners in accordance with the law, expand social channels for identifying illegal employment by foreigners, and strengthen linkage with relevant functional departments for better supervision and services.
Xu Yan, deputy director general of Guiyang science and technology bureau, said that the bureau planned to give full play to management department functions, continue to optimize the approval of "Green Channel" for foreign high-end talents, attract more high-end foreign talents to make innovations and start businesses in Guiyang, and support to further optimize the city's business environment. Meanwhile, the bureau will establish information exchange and sharing mechanism with departments such as exit and entry administration department of municipal public security bureau and municipal education bureau. To address the concerns of the public about foreign teachers, Guiyang science and technology bureau will explore ways to put work permits on the wall and introduce a system of regular disclosure by administrative departments for precise supervision and better employment management.
