Guiyang stresses key points in supply-side structural reform

Guiyang, capital of Southwest China's Guizhou province, issued a plan on June 9 for supply-side structural reform in 2020, which outlined 50 key points.

Guiyang will keep reducing business costs, and increase support for sectors such as infrastructure construction, poverty alleviation, rural medical services, senior care, education, supporting infrastructure, and water supply projects.

The implementation plan suggests the establishment and improvement of fair and transparent market rules to support private business. Guiyang aims to launch supporting policies, promote online government services, attract more company headquarters, add over 100,000 market entities and 1,200 high-tech companies, and accelerate the development of service companies.

To encourage entrepreneurship and innovation, Guiyang will add three provincial-level agriculture industry demonstration parks; increase agricultural added value by six percent; introduce over 120 industrial projects; build 30 provincial-level big data integration pilot projects and 200 municipal-level demonstration projects; and help 600 companies integrate with big data.

The implementation plan also calls for an open and ordered market system by opening five middle and high-end commercial complexes, introducing over 330 convenience stores and shops, popularizing convenient payment methods, developing the night-time economy and building two or three featured night-time blocks.
