To overcome its limitations in terms of attracting skilled workers, Guiyang, capital of Southwest China's Guizhou province, aims to lure at least 30 high-level innovative and entrepreneurial talent teams and over 1,000 talents who are urgently needed and in short supply.

In 2019, Guiyang attracted 2,148 badly-needed high-level talents, bringing the total talent figure in the city to 963,000. Guiyang was also approved to establish two national engineering research centers, three "craft master" workshops, and introduce 40 high-level innovative and entrepreneurial talent teams.

This year, Guiyang plans to add five national or provincial key labs, a technology center for companies, an engineering technology center or academician workstations, as well as building 15 business incubators, establishing several talent attraction platforms, and encouraging the participation of the whole of society in talent introduction.

Guiyang will focus particularly on talents involved in advanced equipment manufacturing, middle and high-end consumer goods manufacturing, new energy, new materials, the digital industry, and the medicine industry.

By cooperating with famous universities and colleges, Guiyang hopes to attract people with high educational attainment, and to utilize its existing talent pool to attract people skilled in the economy and digital industries.

Guiyang will support companies in promoting the commercialization of scientific and technological achievements, talent recruitment and project cooperation in industrial talent clusters and at offshore innovation centers.

Finally, Guiyang will further improve its talent evaluation system to emphasize capability, performance and contribution, and to link talent evaluation with training, employment and encouragement.
