Report on the Work of the Guiyang Government 

(Delivered at the Fourth Session of the 14th Guiyang Municipal People's Congress on January 21, 2019)

I. Review of Work in 2018

In the year that just passed, Guiyang made remarkable achievements in the areas of economic and social development.

The trend of sound economic development continued. The gross domestic product (GDP) of Guiyang in 2018 rose 9.9 percent to reach 379.845 billion yuan; total consumer goods retail earnings were 129.947 billion yuan, up 8 percent; and fixed asset investment saw growth of 15%. Economic growth for the city looks to achieve its sixth successive year of ranking first among China's capital cities as the size of the economy continues to grow. It ranked 49th on the all-around moderate prosperity index among the country's 294 prefecture-level cities and was named one of China's influential cities for the year.

The transition from old to new growth drivers picked up pace. Added value of the new economy accounted for 21 percent of the city's GDP, up two percentage points from 2017, and the big data and real economy integration index reached 45.3. The input in research and experimental development rose to account for 1.7 percent of the city's GDP, and technological advancement contributed 61% to economic growth, up 0.36 and 0.67 percentage points respectively from the previous year.

The quality and performance of the economy kept improving. The added value of green economy accounted for 42 percent of the city's GDP, three percentage points greater than in 2017. Profits of above-designated-scale industrial enterprises (those with annual revenue of greater than 20 million yuan) grew 15.8 percent, 14.3 percentage points higher than the previous year. General public budget revenue was 41.134 billion, growing by 8.9 percent, and general public budget expenditure was 62.754 billion yuan, growing by 7.7 percent. Disposable income for urban and rural residents was respectively 35,115 yuan and 15,648 yuan, with the growth of 9.1 percent and 9.7 percent basically on track with the pace of economic growth. 

Substantial results were achieved in reform and opening-up. The average daily number of new market entities in Guiyang City was 286, and the total number of market entities was 494,000. Guiyang ranked 27th on the list of Top 100 Cities for Business in the Chinese Mainland, 38 places higher than in 2017. Also named a Model City for International Business Environment in 2018, Guiyang saw the opening of three intercontinental air routes, the first of their kind in the province.

Environmental protection was boosted. 100 percent of water from centralized drinking water sources stably met standards, and 93.75 percent of the national and provincial water-quality monitoring sections in the city's major river system was rated as good or excellent. The concentrations of the six major pollutants, including fine particulate matter (PM2.5), were all lower than national Class-2 standards; and days with good air quality accounted for 97.8 percent of the year, which was 2.7 percentage points higher than in 2017. Guiyang ranked 11th among the 169 prioritized cities in atmospheric pollution control. Forest coverage reached 52 percent, 3.34 percentage points higher than in 2017. 

Quality of life kept improving. The urban registered unemployment rate stood at 3.1 percent. The CPI rose 1.7 percent, reflecting basically stable consumer prices. The number of community fresh food stores reached 154, benefiting all communities across the city. The gross enrollment in three-year preschool education, the retention rate in nine-year compulsory education, and the gross enrollment in senior middle schools respectively reached 93.05 percent, 95.03 percent, and 93.52 percent. Over 80 percent of community health service centers met standardized requirements. Drug sales as a share of total revenue for public hospitals declined to 30 percent or less; random food and drug samples passed evaluations at respective rates of 98.94 percent and 99.5 percent for historical highs.    

We have accomplished the following in 2018.

(I) Growth for the real economy was accelerated. Solid progress was made in supply-side structural reform. A total of 990,000 tons of outdated industrial capacity were shuttered, tax breaks of 20.396 billion yuan was provided, 95.676 billion yuan was invested to strengthen areas of weakness, and the proportions of the primary, secondary and tertiary industry were 4:37.2:58.8. Significant results were shown in the reform in rural economy. Structural adjustments in agriculture were made to cover 55,186 hectares (827,800 mu) of land, and 133,333 hectares (two million mu) were being used to grow crops particular to the region. Rural tourism income reached 15 billion yuan. The added value of the primary industry reached 15.31 billion yuan, up 6.6 percent, and the contribution of modern agriculture to the added value of the primary industry rose to 39 percent. Transformation of industrial enterprises accelerated. A total of 276 industrial projects were introduced and 92 above-designated-scale industrial enterprises newly formed. The added value of above-designated-scale industrial enterprises rose 7.4 percent. A total of 17.5 billion yuan was invested into the 1,000-enterprise Upgrading Program which is directed at "remaking" enterprises and providing each with individual strategies. The city had four projects on the 2018 list of National Smart Manufacturing Pilot Demonstration Projects, and its Industrial Internet Platform was named a National Industrial Internet Innovation and Development Project for the year. Geely was mass-producing vehicles, Geely engines and Hanergy's HanTiles saw smooth production, and over 500 industrial companies were using cloud technology. The modern service sector was upgraded. The contribution of modern service to the added value of the service sector rose to 53 percent. The Guanshanhu Modern Service Sector Pilot Zone was established. Financial institutions' deposit and loan balances were respectively 1.135744 trillion yuan (5 percent growth) and 1.241275 trillion yuan (19.3 percent growth). The Export-Import Bank of China opened a local branch, and preparation began for the opening of a China Zheshang Bank (CZBank) branch. The number of tourists totaled 188 million, an increase of 26.7 percent over the previous year; total tourism earnings were 245.656 billion yuan, up 31.2 percent; and the number of inbound tourists was 540,000, up 32 percent. Guiyang was named one of the best cities for tourism in China in 2018 and, for the fourth successive year, honored as one of the best cities in China for summer tourism. It has also become a national logistics hub. 

(II) Digital economy thrived. The big data industry kept growing. The main line of business of the big data enterprises earned 100 billion yuan, up 22.4 percent. The bandwidth of provincial network exits reached 9,130Gbps, and 190,000 kilometers of optical fiber communication cables were in place. Guiyang was among China's first model cities in terms of 5G technology application, and was selected as an excellent city for the Broadband China project. The number of servers reached 285,000. Ten big data industrial parks were built, 58 well-reputed big data companies came to Guiyang, and there were 51 above-designated-scale big data companies. Manbang Group was named one of Forbes China's 50 Most Innovative Companies. Esgyn Corporation received a silver at the World Internet of Things Exposition. The tradable data capacity of Guiyang's Global Big Data Exchange reached over 150PB. Big data applications were continuously expanded. Guiyang allowed 100 percent of its administrative data to be shared and exchanged, making it the most open government in terms of data in the nation. The e-government system was fully joined into the Guizhou-Cloud Big Data system, which is an "Internet Plus" government services platform that was hailed in 2018 as one of the top ten innovative government websites in the nation. Guiyang launched 100 application scenarios for China's Big Data Valley, fostered 44 typical application and demonstration projects, carried out 36 exemplary projects for big data integration, and undertook 300 demonstration projects for integration. The building of innovative big data application platforms, such as China's AI Open Innovation Platform, accelerated and the Guiyang Big Data Innovation Industry (Technology) Development Center became a national-level venue for crowd innovation. Continual improvement was made in big data regulations. Guiyang implemented such laws as the Guiyang Big Data Security Management Regulations, Guiyang Municipal Government Data Resources Management Regulations, Guiyang Municipal Government Regulations on Data Sharing and Openness, and Guiyang Municipal Government Provisional Regulations on Data Sharing and Openness Assessment. Big data standards were continuously reinforced. Guiyang participated in developing national standards for transaction data descriptions and data quality evaluation indicators. It implemented local standards for basic demographic and legal entity data, and the National Technical Standard Innovation Center (Guizhou Big Data) was established. Big data security was also enhanced. Guiyang's government cybersecurity index ranked 10th out of China's 36 major cities.

(III) Urban and rural areas experienced continual transformation. Work on transportation infrastructure picked up pace. Newly built roads included 82 kilometers of national and provincial trunk road as well as 42 kilometers of road linking expressways to villages and townships. A total of 600 kilometers of rural "four-proper" road (road that is properly built, properly managed, properly maintained, and properly operated) were built, and 103 kilometers of road were improved. Expressways that were open to traffic stretched a total of 602 kilometers. The Chongqing-Guiyang high speed railway was in operation, and the Guiyang-Nanning high speed railway was under accelerated construction. The Guiyang East High Speed Railway Station was in full operation, which means the "cross-shaped" high speed railway network has formed. Construction began on Terminal 3 of the Guiyang Longdongbao International Airport, and the third phase of expansion work was in smooth progress. Efforts towards improvement of living environment accelerated. About 9.6008 million square meters of shanty town area were upgraded, benefitting around 211,500 people; 158 old residential compounds were upgraded; and 200 kilometers of side streets and alleys were renovated. A total of 30 rural complexes were built and 30 rural villages were announced "rural villages of abundance and beauty". Urban-rural integration progressed at a faster rate. The proportion of permanent urban residents was 75.4 percent. 118 kilometers of water supply lines were either built or redone. Reliability for power supply in rural areas reached 99.9 percent. About 99.4 percent of administrative villages had access to postal service, and all rural towns and villages had access to express delivery service.  

(IV) The business environment was continually improving. The city had 757 certification documents canceled, reducing the amount of documentation companies and people need to provide by 30 percent or more. There were 48 one-stop administrative services, and it now only takes five business days for a company to be established. Guiyang became one of the first pilot cities for the construction project approval system reform, which has reduced the timeframe for the approval of construction projects to within 100 days. Guiyang jumped up to 14th place on China's business environment index from 30th in 2017.  

(V) Opening-up was further promoted. Channels for opening-up were expanded at a greater speed. Air routes were established to connect Guiyang with San Francisco, Los Angeles, and Moscow, and over 20 million people passed through Guiyang's Longdongbao Airport. Moreover, there is a high speed railway that goes directly to Hong Kong. Open platforms were continuously optimized. The China Cross-Border E-commerce Pilot Zone in Guiyang was established. Major events were held, including the China International Big Data Industry Expo 2018 and the Eco Forum Global Guiyang 2018. The Guiyang National Hi-tech Industry Development Zone has become a national and international technology cooperation site and an entrepreneurship and innovation demonstration center. The Guiyang Economic and Technological Development Zone became a National Circular Economy Reform Demonstration and Pilot Zone. The national pilot project of cross-border equity investment at the Guiyang Free Trade Zone made great strides. The developmental plan for Shuanglong Airport Economic Zone was carried out. Opening-up and cooperation were continuously deepened. The ASEAN-Guizhou (Guiyang) Tourism Culture Promotion Center was established, construction began on the China-India IT Industry Cluster District, and building was accelerated on the Swiss (Guizhou) Industrial Demonstration Park. Guiyang was involved in friendly exchanges with 17 overseas cities. Opening-up brought dividends at a greater pace. Total foreign trade volume was $3.494 billion, up 15.2 percent from the previous year, and actually-used foreign investment totaled $1.589 billion, up 18.1 percent. 15 new Fortune 500 companies from China and abroad came to Guiyang, bringing the city's total to 113. New-project financing that had been disbursed totaled 221.867 billion yuan, representing a growth of 35.4 percent. There were 15 new foreign investment companies, 74 new foreign trade companies, and 54 new foreign-funded enterprises. Guizhou Tyre Company made further progress on its project in Vietnam.

(VI) Quality of life was improved for all. Greater employment stability was ensured. Secured venture loans totaled 272 million yuan. 233,100 new jobs were created in urban areas, 38,200 rural laborers transferred to other sectors, and 88 percent of the communities and villages reached the goal of full employment. Education has become more balanced. 276 primary/junior middle schools and kindergartens were newly built, renovated, or expanded, and 30,480 school places were created. Moreover, Guiyang, the first city in Guizhou to launch the Happy Children Project (a free, after-school daycare for children of compulsory-education ages), saw at least 85 percent of its students attending such care centers. Access to health care was improved. 13 hospitals were newly built, renovated, or expanded. 30 demonstration centers for the Healthy Cell Project were built. A cloud-based platform for health-related information began operation, and cross-provincial real-time settlement was fully realized, allowing the cost of hospital stays to be settled where it is incurred. Travel has become faster and more convenient. Line 1 of the Guiyang Metro was in full operation, construction of Line 2 was in full swing, and work on Line 3 began, bringing Guiyang up to speed with the times in terms of metro transit. Usage of the China T-Union Transport Card hit 70.6 percent. There were 10,000 new public parking spaces and measures were taken to improve the traffic at 30 points where congestion easily occurred. Arts and culture thrived. The city completed 142 community cultural service centers, 15 community book-sharing systems, and 40 fitness-for-all pathway projects. Guiyang hosted major sporting and cultural events, such as the 14th Asian Cross-country Championships, the 13th Guiyang City Athletics Meet and 10th Municipal Traditional Games of Ethnic Minorities, and the 6th International Yangming Culture Festival. Greater assistance was provided for the elderly. Guiyang was in the third group of pilot cities to receive financial support from the Central Government to develop in-home and community elderly-care service reform. 25 daytime care centers were built in urban and rural areas, and 30 rural mutual-aid nursing homes for the elderly were established. Greater social harmony has been achieved. Guiyang passed the second round of review for National Hygienic City. The amount of crime dropped 2.02 percent, the number of solved cases rose by 3.53 percent, and the index measuring people's sense of security reached 98.98 percent.   

II. Work Plan for 2019

The major targets for economic and social development in 2019 are as follows: GDP growth of about 10%;an increase of at least 8% for the added value of above-designated-scale industrial enterprises; fixed asset investment growth of 13%; total consumer goods retail earnings rising by 10% and total foreign trade volume rising by 15%; the added value of green economy and new economy respectively accounting for 45% and 23% of the city’s GDP; general public budget revenue increasing by 6%; disposable income growth of 9% and 9.5% for urban and rural residents, respectively; registered urban unemployment kept below 4.2%; CPI growth kept within the target range established by the provincial government; forest coverage of 53%; PM2.5 concentration kept under 35 μg/m3; energy consumption growth kept within 740,000 tons of standard coal equivalent; and energy conservation and carbon-emission reduction targets established by the provincial government.     

In order to ensure the above targets will be achieved, the Guiyang Municipal Government will give priority to the work in the following areas.

(I) Progress will be made in driving high-quality opening-up. 

Efforts will be made to improve connectivity. Guiyang will push construction on the Gaimao Railway Station port of entry and accelerate the process for making it a designated port of entry for wood, food and other products. We will actively work to ensure regularity in China Railway Express (container trains connecting China and Europe) and train services along the International New Land-Sea Trade Corridor, and establish six new international air routes. We will accelerate the building of an international mail exchange office, an international express delivery center, and a bonded logistics center, and focus on the city's role as an important junction on the International New Land-Sea Trade Corridor. Platform support will be strengthened. Based on big data innovation, we will make the city's National Hi-tech Industry Development Zone into a powerful engine to drive high-quality development in the region. Making the best of the city's advantage in military industry resources, we will turn the Guiyang Economic and Technological Development Zone into a national center for the industrial application of advanced technology in military-civilian integration (equipment manufacturing). We will, by making good use of its functional role and preferential policies, accelerate the effort to turn the Guiyang Free Trade Zone into a gateway to the Guizhou pilot zone for inland open economy. Leveraging the advantage of airport economy, we will make the Shuanglong Airport Economic Zone into a high-quality, national-level airport economic demonstration zone full of unique traits. An industrial park dedicated to Chinese-European collaboration will be built, and construction of international industrial parks such as the Swiss (Guizhou) Industrial Demonstration Park and China-Britain Industrial Park, will go full steam ahead. Exchanges and collaboration will be strengthened. We will prepare for the China International Big Data Industry Expo and the Eco Forum Global Guiyang, and will accelerate the building of a BRI (Belt and Road Initiative) economic, trade, and cultural information exchange platform, continually enhancing Guiyang's influence and reputation. Efforts will also be strengthened to bring in more companies. We will work hard to bring in more industrial companies and accelerate the building of a platform to attract global businesses and industries. Apart from investors from Beijing, Tianjin, Hebei, the Yangtze and Pearl River Delta regions, and the Guangdong-Hong Kong-Macau Greater Bay Area, we will also target businesses from Europe, Japan, Republic of Korea, ASEAN nations, Southern Asia and other regions. We look to attract over 500 investment projects throughout the year, and bring in over 126.5 billion yuan in disbursed funding to achieve a growth of at least 15 percent. At least 30 percent of that funding is to be for industrial projects. Actually-used foreign investment is to total $1.78 billion for 13 percent growth. Total foreign trade volume is to reach $4 billion for 15 percent growth. In an effort to make Guiyang's national-level development zone into a core zone of international high-end consumer goods manufacturing, we will actively bring in internationally renowned, high-end consumer goods manufacturers and products. In order to make the districts of Yunyan, Nanming, and Guanshanhu into demonstration zones for international high-end consumer goods manufacturing and trade, we will actively bring reputed international shopping centers as well as high-end consumer goods manufacturing companies and products into these areas. Similarly, in order to turn the districts of Huaxi, Wudang, and Baiyun into core zones for medium- and high-level consumer goods manufacturing, we will actively bring medium- and high-level consumer goods manufacturing companies and products as well as producer services providers and platforms into these areas. And to make Qingzhen City and the counties of Xiuwen, Xifeng, and Kaiyang into core support zones for medium- and high-end consumer goods manufacturing, we will actively bring medium- and high-end consumer goods manufacturing support companies and their products into these areas. Support services will be improved. We will go further in perfecting the coordination mechanism for the port of entry to make customs clearance more convenient. We will implement the pre-establishment national treatment and negative list management system for foreign investors while actively working toward a 72-hour transit-without-visa policy. We will also establish an open economic development fund, making good use of the city's export tax rebate funds. Efforts will also be strengthened to bring in more talent. We will establish a work station dedicated to recruiting overseas professionals, carry out measures to attract top talent in key industries, build commercial areas and professionals' towns with appealing styles as well as communities, hospitals, and schools of international standards to make the city more attractive to talent.              

(II) Progress will be made in driving the real economy.

We will strongly implement the "four-transformation" (self-employed traders transformed into enterprises, below-designated-scale enterprises into those above the scale, above-designated-scale enterprises into joint-stock enterprises, and joint-stock enterprises into listed companies) program in a bid to foster market entities. We will seek to add 100 above-designated-scale industrial enterprises, 100 above-designated-scale service enterprises, and two companies that are either listed or part of the NEEQ system. Medium- and high-level manufacturing will be vigorously developed. In order to create a manufacturing center for medium- and high-end consumer goods, coordinated efforts will be made to promote the Doubling Program for Industrial Development and the Double-Thousand Project (in which about 1,000 enterprises will be upgraded and another 1,000 be attracted to the city), reorganize and improve the city's four traditional pillar industries, foster the growth of five strategic, emerging industries, and create a national-level demonstration zone for high-quality manufacturing. With a focus on manufacturing giants such as Germany, Japan, and the Republic of Korea, we look to bring in and foster at least ten outstanding companies operating in the areas of medium- and high-end manufacturing and business service. We will drive production efficiency for Geely vehicle assembly and engine projects and accelerate the building of Baoneng's and CLP's new-energy vehicle production parks. Construction will also begin on BYD's smart manufacturing base. We will bring in 15 or more companies involved in the production of vehicle parts. In this way, output by the local vehicle production industry will quadruple from the level in 2018. Development of the medium- and high-end commerce and trade will be accelerated. By means of the China (Guiyang) Cross-Border E-commerce Pilot Zone, we will propel the building of a cross-border e-commerce public service platform and brick-and-mortar stores, and create western China's display and sale center for imported goods. We will implement a 100-store project, bring in companies that deal in medium- and high-end consumer goods, build medium- and high-end commercial complexes and upgrade existing ones so as to create a high-level shopping district. A total of 150 or more above-designated-scale enterprises will be added in the areas of wholesale, retail, accommodations and dining, and efforts will be made to build the city's image as a shopper's paradise. Traditional industries will experience transformation and development. The Aluminum Corporation of China will move out of the city and into an industrial park. We will work to bring in and foster five or more above-designated-scale aluminum processing projects. Output for the aluminum and aluminum processing industries is to see growth of 8 percent. We will step up efforts to ensure the policy of phosphate fertilizer production on the basis of phosphogypsum produced in the previous year is implemented and green transformation is pursued at Kailin Group, and actively propel the construction of a center for the use of phosphogypsum as a new building material. Efforts will be made to foster and develop strategic, emerging industries. Accelerated construction will be seen for Dow's industrial park that focuses on water-based eco-friendly materials, Enneagon's electric vehicle charging industry and national-level new-energy demonstration center and other new energy and new material projects. Hanergy's mobile energy project is to achieve phase-one mass production and phase-two plant and equipment installation. Dewei smart manufacturing and other projects will be completed. We will drive the construction of the western China medical care big data center and industrial park, and promote the endeavors of making Wudang District and Xiuwen County provincial-level trendsetters in health and pharmaceutical industry, and in the meantime work to ensure output growth of 10 percent for the medicine and food industry. We will begin building a national military-civilian innovative demonstration zone, actively promote the conversion from military uses to civilian uses while encouraging private enterprises to be involved in the defense-related industries, which will allow for 20 or more projects carried out through military-civilian integration. The producer services industry will be vigorously developed. We will strongly drive the Internet Plus logistics action plan. The Qingzhen National E-commerce Logistics Park, the Guizhou Cross-border E-commerce Industrial Park, and the Gaimao Railway Station Logistics Center will be built. The first phase of construction on a line dedicated to a cargo terminal at the city's railway hub, Dulaying Station, will be propelled. We will bring in 50 or more producer services companies, and revenue for above-designated-scale transportation, shipping, warehousing, and postal services is to grow 10 percent. Priority will be given to the culture and tourism industry. We will accelerate the establishment of a national demonstration zone in all-for-one tourism, and work toward making the Tianhe Pool Scenic Area into a national-level tourist spot. Construction projects at the Evergrande Cultural Tourism City and Huaqiang Cultural Tourism Town will be accelerated. Two or three grade-4A tourist areas and five overseas tourism and culture promotion centers will be built. The number of tourists and amount of tourism-related revenue for the whole year are to see respective growth of 20 percent and 25 percent.              

(III) Progress will be made in driving the digital economy. 

Innovation will be the core of big data development. We will bring in 60 well-reputed big data companies, have 50 above-designated-scale big data companies added to the city, and foster three strongly competitive big data brands. Revenue from the main line of business of big data companies is to see at least 20 percent growth. We will work to bring the number of new high-tech enterprises to exceed 1,000. Spending on research and experimental development is to account for 2 percent of the city's GDP, and the contribution of technological advancement to economic growth is to be 63 percent. We will make every effort to build a big data industry system. There will be accelerated work on such leading projects as the big data center of the Ministry of Public Security, an international service outsourcing center for Dell, a smart manufacturing and data center for Huawei, a big data industrial park for Inspur, Tencent's cloud-based innovation center and its delivery center for the southwest region. We will work hard to build a big data application system. We will begin work on "Digital and Smart Guiyang" projects, and launch 15 big data-based smart applications for administrative services and 10 other such applications for people's livelihoods. We will build a national industrial Internet identifier tier-2 platform, accelerate the building of a big data platform that is designed to support the policy of "bringing in featured products and boosting the industries", an IPv6 big data application and innovation center, a smart manufacturing collaborative platform, and a service and monitoring platform that promotes the integration of big data and real economy. Construction of the Big Data Expo Avenue will have made significant strides, allowing the Expo to virtually "never close." 50 projects will be underway for smart transformations at industrial companies, and 80 percent or more of above-designated-scale industrial enterprises will be integrating the cloud into their operations. We will go all out to build a standardized big data system. We will work on the demonstration and validation of five national standards and formulate five local standards, create a public service platform for innovations in big data technical standards and improve the functionality of the Guiyang Branch of the National Technical Standard Innovation Center (Guizhou Big Data). We will make every effort to build a big data regulation system. We will strongly enforce big data regulations, such as the Guiyang Health and Medical Care Big Data Application Development Regulations, and work on related legislation. Endeavors will be made on a big data security system. We will accelerate work on making Guiyang a national big data and cybersecurity demonstration and pilot city, and strive to make the 2019 Guiyang Big Data and Cybersecurity Competition a successful event.    

(IV) Progress will be made in building a more livable city.  

Urban space will be expanded. We will seize the opportunity of changing the administrative statuses of Qingzhen City and Xiuwen, Xifeng, and Kaiyang Counties, and promote new development in the north of the city. A medium- and high-end consumer goods manufacturing town with special characteristics is to be built, further boosting the area's integrative development. Integration between Guiyang and Gui'an New Area will be furthered, and joint development will take place between Guiyang and Zunyi, Anshun, and Qiannan. Construction in the Qianzhong urban agglomeration will be accelerated. The city road network will be optimized. Work will take place on Guizhou's "Six Networks" (road, water, electricity, LPG, and underground piping networks as well as the Internet). To improve transportation and boost city development, work will begin on large projects including the Industry Avenue and an expressway between Guiyang and Changshun. Work on tourist highways and ring roads will be accelerated. Planning and construction will be initiated for urban roads from Xiuwen to Kaiyang and Wudang. The southern section of Renmin Avenue, the extended section of Yan'an East Road, and Huaxi Avenue will be improved. The city roads connectivity program will be implemented and 20 kilometers or more of dead-end roads will be connected. Construction will be accelerated on Lines 2 and 3 of the Guiyang Metro. Operations will begin for the high speed rail from Guiyang to Chengdu and the Guiyang section of the Southwestern Loop of the city rapid transit system. Functionality in urban areas will be improved. 6.6 million square meters of shanty town area will be upgraded, benefitting around 48,000 households, and improvements will be made in the Sanma area as well. 10 kilometers of underground utility tunnels will be completed, ten "sponge city" projects (an eco-friendly method to combat flooding) will be carried out, and 50,000 square meters of underground air raid shelters will be built. Work will begin on the second phase of Guiyang's Olympic Sports Center as well as water delivery systems from the Huaxi Reservoir to Nanjiao and Zhongcao water treatment plants. Improvements will be made to public transport and the links between different forms of such transportation. The road network associated with the Guiyang North and East Railway Stations and the Jinyang Bus Station will be upgraded. Seven bus routes, 10,000 parking spaces, and 11 pedestrian crossing installations will be added. Finally, to boost infrastructure for communications, work will be accelerated on the urban direct-link network, the IoT, a 5G network, and a smart broadcasting network.

(V) Progress will be made in revitalizing rural areas.  

We will push hard to ensure the success of the fight against poverty. We will carry out targeted poverty reduction to the benefit of 13,200 people and will provide assistance to 64 impoverished villages. We will resettle 3,019 households (12,090 people) currently living in impoverished areas and carry out targeted implementation of the "three guarantees" policy (guaranteeing education, health care, and housing). We will ensure the access to safe drinking water, and resolve the problem of drinking water in rural areas for 119,600 people. Pairing programs will be strengthened to offer assistance to people living in poverty, and the role of the city's integrated market in the province's poverty reduction campaign will be emphasized. Production and marketing will be matched, and a system will be built to guarantee the supply of goods and keep prices stable. Work will begin on building the "Internet Plus" system to bring agricultural products into the city. In all, such poverty reduction efforts will benefit over 100,000 Guizhou residents. Further progress will be made in the reform in the rural economy. We will further the Springwater Project that boosts green agricultural products. Agricultural restructuring will benefit 13,333 hectares (0.2 million mu) of land and the goal of 66,666 hectares (one million mu) of land for structural reform will be completed. The ratio of grain to cash crops will be reduced to 1:9. Ten new provincial tourist destinations and five high-end rural tourism routes will be added. Rural tourism revenue is to reach 18 billion yuan. We will propel the formation of agricultural parks and branding, accelerate work on the Kaiyang County Selenium-rich Agricultural Product Processing Demonstration Zone, build three provincial-level modern high-efficiency agricultural demonstration parks, and provide support to 20 or more agricultural product processing companies. Revenue from processed agricultural products is to reach at least 85 billion yuan with a conversion rate of no less than 52 percent. The rural living environment will be improved. We will clean up and reorganize shanty town areas, increasing such effort in 100 villages. Six small towns with special characteristics and 35 "rural villages of abundance and beauty" will be built. The rate of exemplary villages at county-level or above will be 100%. The rural area reform will be deepened in all respects. We will implement the "three transformations" reform throughout the administrative villages, complete tasks for collective property rights system reform pilot areas, and work toward the creation of rural cooperatives and collective equity cooperatives throughout the rural villages, ensuring that all impoverished households may participate and will receive a stable income. We will actively initiate pilot projects for the urban-rural bidirectional flow of elements and establish four rural property rights trade centers. We will also direct non-agricultural workers and rural residents to cities and small towns, which will increase the proportion of permanent urban residents to 76 percent.  

(VI) Progress will be made in ecological civilization. 

We will make the water clean again. We will implement a three-year campaign to enhance the quality and efficiency of the wastewater treatment efforts in urban areas. Nine water reclamation plants will be built to increase the daily wastewater treatment capacity to 405,000 tons, and renovation on eight water reclamation plants will take place to meet higher standards. The results achieved in the Nanming River water treatment project will be reinforced and more will be done for further improvements. A plan will be formulated and implemented for a wastewater collection pipeline network and improvements will be made to the system for the separation of rain and wastewater. Urban domestic wastewater treatment rate will reach 95 percent or higher. Up to 100 percent of water from centralized drinking water sources will consistently meet relevant standards. All heavily polluted water bodies will be treated. We will make the skies blue again. We will bring under control air pollution sources such as windblown sand, industrial waste gas, coal burning, diesel vehicle exhaust, and smoke from night markets. We will continue to carry out the "Green and Beautiful Guiyang" action plan, complete afforestation on 8,000 hectares (120,000 mu) of land and ecological management on 133 hectares (2,000 mu) of mountainous land. There will be 1 million square meters of new greenery in the urban areas, and air quality will be good or excellent on 95 precent of days. We will make the soil clean again. We will work on prominent agricultural environment issues, initiate county-wide agricultural waste recycling promotion projects, and launch a campaign for zero-increase in the use of chemical fertilizers and pesticides. We will carry out soil pollution surveys on land used by key industrial enterprises, implement environment-based access control for land for construction purposes, and strictly control the redevelopment of contaminated plots of land. We will fight to control solid waste. We will implement engineering-based solid waste treatment measures and ensure hazard-free treatment of 98 percent or more of industrial solid waste. Significant results will be achieved in the treatment of Kailin Group's Jiaoyishan phosphogypsum stacks. We will accelerate work on projects of power generation from household refuse and kitchen garbage treatment. The household refuse classification and treatment rate will be at least 60 percent. We will actively promote environment-friendly and material-saving fabricated home construction and fabricated housing will account for 15 percent of all new housing projects. We will work hard to improve rural environment. We will vigorously promote rural toilet improvement projects, rural household refuse and wastewater treatment projects, and rural hygiene improvement projects. A total of 325 village toilets will be built or renovated and 9,000 households will have new sanitary toilets. All large livestock farms will have a complete set of manure treatment equipment. Efforts will also be made to effectively treat rural domestic waste in around 90% of the villages and to significantly improve the domestic wastewater treatment capacity in rural areas.

(VII) Progress will be made in the reform in key areas.  

Aiming to make Guiyang the city with the best government services, we will accelerate the establishment of fair, open, and transparent market rules and a law-based business environment. We will implement reforms to streamline administration, delegate powers, and improve regulation and services. We will comprehensively implement a policy to allow any sort of business or industrial project that is not explicitly prohibited. We will strictly enforce the negative-list market access system and boost work on the social credit system. We will build the Guiyang big data platform for improved business environment. We will continue to reduce administrative formalities. Applications for the incorporation of an enterprise submitted online via the government portal should be handled within one work day. The review and approval process for construction projects will not exceed 80 work days. Up to 100 percent of government administrative services will be provided online, and 100 of the most-frequently required processes will be completed with no more than one visit by the applicant. The reform of the fiscal and tax systems will be deepened. We will comprehensively implement zero-based budgeting and performance-based budget management. We will comprehensively implement China's tax and fee reduction policy. We will give universal tax cuts and exemptions to small- and micro-sized businesses and tech startups. We will continue to launch phased policies to reduce unemployment and work-related injury insurance payment and fully implement the revised personal income tax law to reduce individuals’ tax burdens. Reform of the investment and financing system will also be deepened. We will establish a positive-list management system for government investment, explore ways to implement a business investment project commitment system, and actively encourage social capital to participate in the provision of public goods and services. Reform will be deepened for state-owned enterprises (SOE). We will complete the strategic restructuring of municipal SOEs, establish a complete corporate governance structure for SOEs, actively implement the diverse ownership reform, improve asset and resource allocation, and reduce asset-liability ratios, so that these enterprises can be truly strong in the real economy, especially their main line of business. We will support faster development of the private sector. We will speed up the formulation and launch of policies that support private sector development, accelerate the building of private sector service platforms, develop special measures to handle private business financial delinquencies, and establish a private business bailout fund and small- and policy financing guarantee funds for small and micro businesses. We will provide support for at least 3,000 micro businesses, and push the share of the added value of the private sector in the city's GDP to 58 percent. 

(VIII) Progress will be made in major projects. 

We will make concrete efforts to build the project pool. We will further improve the three-year "rolling plan" of investment projects to ensure that the scale of major municipal project reserve remains above 3 trillion yuan. We will work to ensure sound preparatory work. We will apply to the Central and provincial governments for funding for preparatory work of various projects. We will ensure sound preparation for research and improved resource allocation for strategic and fundamental projects such as the water resource support strategy and regional road network connectivity projects. We will ensure progress of ongoing projects. We will initiate 824 new building projects with investment of 150 billion yuan in the year. We will invest 4.3 billion yuan into agriculture and rural areas, 12.7 billion yuan into transportation infrastructure, 4.5 billion yuan into education, and 1.8 billion yuan into water conservation projects. We will launch industrial projects and put them into operation in a centralized manner, make sure to launch 60 new industrial projects and put 70 into operation. We will complete industrial projects that involve a total investment of 26 billion yuan. Project financing will be ensured. We will boost the building of financing service platforms, promote partnerships between government and private investors in a well-regulated and orderly manner, make good use of the capital market and non-bank financial institutions in financing, and work to gain more funding for the various projects. We will reduce general fiscal expenditure by at least 5% and invest more into poverty reduction, agriculture, rural areas, farmers, restructuring, technological innovation, ecological improvement, and people’s livelihoods. Project management will be strengthened. We will further enhance investment management and project supervision, and establish a new project management model in which the government formulates standards, businesses make commitments, the process is strictly supervised, and heavy penalties will result from deviation. We will set up a dedicated service mechanism for major projects and create a good environment for the building of various projects.    

(IX) Progress will be made in ensuring the well-being of the people.  

We will work toward full employment. We will work harder on the employment and entrepreneurship promotion program for college graduates and the program that helps them grow on basic-level job posts. We will also take concrete steps to implement the three-year plan for the training of all farmers. There will be 185,000 new jobs in urban areas and 37,600 new jobs for rural laborers to dynamically eliminate zero-employment families and accelerate Guiyang’s progress toward a city of full employment. We will strive to keep prices stable. We will build supply centers that cover a total of 666.66 hectares (10,000 mu) of land, 50 smart community grocery markets, and a wholesale meat market to further reduce the cost of fresh food. Priority will be given to education. We will accelerate targeted efforts to improve 100 schools and strengthen underdeveloped ones. A total of 181 primary and junior high schools and kindergartens will be built, renovated, or expanded to offer 30,000 or more new school places and push the coverage of affordable preschool education up to 80%. We will initiate the founding of excellent demonstration senior high schools and strive to bring out the full potential of the Qingzhen Vocational Education City to reinforce the foundation of secondary vocational education. We will also work to build Chinese universities into world-class universities and develop world-class disciplines. Efforts will be made to build a healthy Guiyang. We will continue with the pilot program to build a healthy city, further adjust medical service prices, and lower the proportion of medicine-generated income in public hospitals. Standardized requirements will be met at 15 community health service centers, and health service will be reachable within 30 minutes in rural areas. We will initiate Internet Plus medical care programs to make health care more readily available to residents, and over 80 percent of all medical consultations will be made after registration with the patients' real name. Food and drug safety supervision will be strengthened to make Guiyang a national food safety demonstration city. We will also promote sports and culture development. We will finish the main building of the municipal library for children, deploy 50 community book-sharing systems, organize the Fitness-for-all Events in Guiyang and continue to hold major sporting events, such as the Guiyang International Marathon, and make Guiyang a model city of fitness in China. We will work to improve the social security system. We will continually expand social insurance coverage. We will improve the urban and rural social assistance systems and mechanism that links minimum living subsidy to the price level. We will improve the housing market system and housing support system, initiate the construction of 10,000 government-sponsored housing units for low-income households and build public rental housing and other affordable housing. We will improve the elderly care system, by building 15 community day care centers in urban and rural areas and 15 mutual-aid nursing homes for the elderly in rural areas. Up to 45 percent of people who are very poor and unable to care for themselves in rural areas will receive centralized care.
