The Tlajomulco Municipality has created a Municipal Environmental Protection Agency to create a legal framework derived form participatory planning methodologies to build climate change and sustainability policy into local government. Once an agricultural area at the outskirts of Guadalajara City, the region is experiencing rapid urbanization that has saturated current public service capacities. 

The plan focuses on reducing air pollution, reducing water consumption and increasing social awareness of environmental challenges. Implementation strategies include education, enforcement, the establishment of a local reward system, and citizen involvement in surveillance.

The initiative is particularly relevant in the context of Latin America where environmental regulation and enforcement are weak or non-existent and natural resources landscape and habitat are under severe distress.
