The Several Measures to Boost Confidence, Stimulate Vitality and Drive Economic Growth in Nansha District, Guangzhou has been approved by the Administrative Committee of Nansha Economic and Technological Development Zone of Guangzhou Municipality and Nansha District People's Government and is hereby issued to you for your compliance and implementation. Problems encountered in the implementation shall be directly reported to Nansha District Bureau of Development and Reform of Guangzhou Municipality.

Several Measures to Boost Confidence, Stimulate Vitality and Drive Economic Growth in Nansha District, Guangzhou

The Measures is formulated in light of the realities of Nansha to thoroughly implement the spirit of the Economic Work Conference of the CPC Central Committee and the requirements of the CPC Guangdong Provincial Committee, the People's Government of Guangdong Province, the CPC Guangzhou Municipal Committee and the People's Government of Guangzhou Municipality, expand investment, encourage consumption, stabilize foreign trade, boost the real economy, stimulate the vitality of enterprises, shore up business confidence, and spare no efforts to maintain and strengthen the trend of economic recovery in adherence to the principles of "seeking progress while maintaining stability, promoting stability through progress, and establishing the new before abolishing the old", thus empowering the development and construction of Nansha.

I. Improve the efficiency and profitability of industrial enterprises

(i) Encourage industrial enterprises to expand production

1. Encourage enterprises to retain employees for production. For industrial enterprises that are independent legal entities and has operated normally during the Spring Festival (February 10 to February 17, 2024), and whose total industrial output values stand at more than 100 million yuan and year-on-year growth rates at more than 12% in the first quarter of 2024, employees who actually worked during the Spring Festival will be granted an overtime work subsidy at 150 yuan/person/day. 2. Encourage enterprises to maintain jobs and promote production. For industrial enterprises whose total industrial output values stand at more than 100 million yuan and year-on-year growth rates at more than 12% in the first quarter of 2024, employees who join the enterprises in 2024 and have worked for more than one month or more than two months before March 31, 2024 will be granted one-time pro-employment subsidies of 1,000 yuan and 1,500 yuan respectively. 3. Encourage enterprises to stabilize and increase production. Industrial enterprises whose total output values stand at more than 100 million yuan and year-on-year growth rates at more than 12% in the first quarter of 2024 will be granted a one-time basic subsidy of 200,000 yuan and an incremental subsidy of 100,000 yuan per 100 million yuan of increased year-on-year output value. These two subsidies together shall not exceed 2 million yuan. Industrial enterprises whose total output values stand at more than 30 million yuan (including 30 million yuan) to 100 million yuan and year-on-year growth rates at more than 12% in the first quarter of 2024 will be granted a one-time basic subsidy of 50,000 yuan. (ii) Encourage enterprises to increase investment

Enterprises will be granted one-time rewards according to the industrial investments that have been made and included in Nansha's governmental statistics from January to December 2024. To be specific, those whose investments in fixed assets stand at more than 10 billion yuan, 5 billion yuan (including 5 billion yuan) to 10 billion yuan, 2 billion yuan (including 2 billion yuan) to 5 billion yuan, 1 billion yuan (including 1 billion yuan) to 2 billion yuan, 500 million yuan (including 500 million yuan) to 1 billion yuan, 100 million yuan (including 100 million yuan) to 500 million yuan, 50 million yuan (including 50 million yuan) to 100 million yuan and 5 million yuan (including 5 million yuan) to 50 million yuan will be granted one-time rewards of 2 million yuan, 1 million yuan, 500,000 yuan, 300,000 yuan, 200,000 yuan, 100,000 yuan, 60,000 yuan and 30,000 yuan respectively. II. Promote the steady growth of commerce and trade industry

(iii) Encourage the development and expansion of retailing businesses

1. Wholesale enterprises above the designated turnover standard in Nansha in the first quarter of 2024 will be rewarded according to their year-on-year growth rates. To be specific, those whose year-on-year growth rates stand at more than 1.5 billion yuan, 1 billion yuan (including 1 billion yuan) to 1.5 billion yuan, 500 million yuan (including 500 million yuan) to 1 billion yuan and 200 million yuan (including 200 million yuan) to 500 million yuan will be granted one-time rewards of 500,000 yuan, 300,000 yuan, 100,000 yuan and 30,000 yuan respectively. Wholesale enterprises that have been included in Nansha's governmental statistics before November 2023 (including November 2023) shall have business incomes of more than 2 billion yuan in 2023 or achieve year-on-year growth for the whole year. 2. Retail enterprises above the designated turnover standard in Nansha in the first quarter of 2024 will be rewarded according to their year-on-year growth rates. To be specific, those whose year-on-year growth rates stand at more than 100 million yuan, 80 million yuan (including 80 million yuan) to 100 million yuan, 50 million yuan (including 50 million yuan) to 80 million yuan and 30 million yuan (including 30 million yuan) to 50 million yuan will be granted one-time rewards of 500,000 yuan, 300,000 yuan, 100,000 yuan and 30,000 yuan respectively. 3. Accommodation and catering enterprises above the designated turnover standard in Nansha in the first quarter of 2024 will be rewarded according to their year-on-year growth rates. To be specific, those whose year-on-year growth rates stand at more than 10 million yuan, 8 million yuan (including 8 million yuan) to 10 million yuan, 5 million yuan (including 5 million yuan) to 8 million yuan and 3 million yuan (including 3 million yuan) to 5 million yuan will be granted one-time rewards of 100,000 yuan, 80,000 yuan, 60,000 yuan and 30,000 yuan respectively. (iv) Support enterprises in upgrading and reconstruction

1. Accommodation, catering, housekeeping, hairdressing, washing and dyeing enterprises that have annual turnovers of more than 2 million yuan and have invested more than 1 million yuan in infrastructure hardware and software to set up or upgrade stores, install digital facilities or build a central kitchen will be granted a subsidy of no more than 30% of the actual total investments, maximum 1 million yuan. 2. Catering enterprises that have invested in food blocks (agglomeration areas) with certain characteristics where the number or business area of catering shops accounts for more than 50% of the total number or business area of shops in the food blocks (agglomeration areas) will be granted a subsidy of 30% of the actual investments in infrastructure hardware and software, maximum 2 million yuan. III. Accelerate the development of the service sector

(v) Encourage for-profit service enterprises to expand and improve profitability

1. Support the sustained and rapid development of the software and information technology industry. Enterprises of Internet, Internet-related, software and information technology services whose business incomes stand at more than 20 million yuan and year-on-year growth rates at more than 25% in the first quarter of 2024 (January to February) will be granted a reward of 10,000 yuan per 2 million yuan of increased business income, maximum of 100,000 yuan each enterprise. 2. Unleash new momentum in commercial services and science and technology services. Enterprises of leasing, commercial, scientific research and technical services whose business incomes stand at more than 10 million yuan and year-on-year growth rates at more than 15% in the first quarter of 2024 (January to February) will be granted a reward of 10,000 yuan per 2 million yuan of increased business income, maximum 100,000 yuan each enterprise. 3. Promote the upgrading of the culture, sports, entertainment and residential services. Enterprises of culture, sports, entertainment, resident and repair services whose business incomes stand at more than 5 million yuan and year-on-year growth rates at more than 15% in the first quarter of 2024 (January to February) will be granted a reward of 10,000 yuan per 2 million yuan of increased business income, maximum 100,000 yuan each enterprise. IV. Make every effort to tap potential consumption

(vi) Encourage events to stimulate consumption. Efforts will be made to support events to stimulate consumption jointly held with the catering enterprises of famous brands and the shops in the business areas in Nansha such as food festivals. Shops in the business areas are encouraged to take advantage of holidays and those that hold theme events to stimulate consumption during holidays will be granted a reward of 20% of the actual expenses of each event. The cumulative rewards for each shop shall not exceed 500,000 yuan. (Competent authority: Nansha District Bureau of Commerce of Guangzhou Municipality)

(vii) Expand cultural and tourism consumption. Travel agencies in Nansha that organize tourism groups (20 tourists or more) to visit Nansha will be granted a subsidy of 40 yuan/tourist/travel. The cumulative subsidies for each travel agency shall not exceed 200,000 yuan. V. Ensure stability and improve the quality of foreign trade

(viii) Step up the support for export credit insurance. Enterprises that have been granted a provincial or municipal subsidy for export credit insurance in 2024 and have bought short-term export credit insurance will be granted a subsidy of no more than 40% of the actual premiums paid, maximum 500,000 yuan each enterprise. The total financial subsidies shall not exceed the actual premiums paid. Enterprises that enjoy this policy can enjoy the provincial and municipal policies on export credit insurance at the same time. The Measures shall enter into force from the date of issuance and shall be valid until December 31, 2024, except as otherwise stipulated by national, provincial or municipal policies. Where there are national, provincial or municipal support policies, Nansha shall comply with them. If the same project or issue meets the criteria for the subsidy or reward specified in a national, provincial or municipal policy (including the policy requiring Nansha District to grant an auxiliary subsidy or reward), the highest subsidy or reward shall prevail and shall be granted only once, unless otherwise stipulated in laws, regulations or policies. Tax-related expenses incurred by the acceptance of any subsidy or reward stipulated in the Measures shall be borne by enterprises. All the amounts of rewards and subsidies mentioned in the Measures, if not indicated, are CNY. The words describing numerical values including "more than", "maximum", "over" and "no more than" include the base values.
