Notice of the Bureau of Construction and Transportation of Guangzhou Nansha New Area of China (Guangdong) Pilot Free Trade Zone on Issuing the Management Measures of Guangzhou Nansha New Area of China (Guangdong) Pilot Free Trade Zone of for Recognition of Qualifications of Hong Kong and Macao Engineering and Consulting Enterprises and Professionals

Article 18 The construction administration department of Nansha New Area shall include registered Hong Kong and Macao Enterprises and Professionals into Nansha's credit information system. In any of the following circumstances, it shall no longer accept the registration application of such enterprises or professionals, and shall notify the Development Bureau and the Buildings Department of Hong Kong Special Administrative Region, the Land, Public Works and Transport Bureau of the Macao Speical Administrative Region, as well as relevant registration authority and industry societies and associations; for those that have been registered, their registration shall be marked invalid, and the construction administration department of Nansha New Area shall notify the involved enterprises, professionals and related employers:

(I) Suspension of business for rectification or other administrative penalties, as imposed by relevant authorities due to project quality and safety accidents or law/regulation violations on market;

(II) Professionals with misconduct or negligence in professional aspects;

(III) Concealing facts or providing false documents to apply for registration or renewal;

(IV) Obtaining business by fraud, bribery and other improper means;

(V) Act of delaying workers' wages;

(VI) Other violations of laws, legal regulations and relevant provisions of Nansha New Area.

Article 19 The construction administration department of Nansha New Area shall publicize the employment of Hong Kong and Macao Enterprises and  Professionals on the website of Nansha District People's Government, and shall notify the Development Bureau and the Buildings Department of Hong Kong Special Administrative Region, the Land, Public Works and Transport Bureau of the Macao special Administrative Region, as well as relevant registration authority and industry societies and associations.

Article 20 These Measures shall come into force on the date of promulgation and shall remain in force for five years. Where there is any change or adjustment to relevant laws, regulations, or policies within the validity term of these Measures, such change or adjustment shall prevail.
