comply with the relevant provisions of mainland laws, regulations and rules as well as mainland technical standards and norms.

Where there is no clear national, industrial and local technical standards and specifications available, Hong Kong and Macao Enterprises can put forward technical schemes according to the current technical standards/specifications and construction processes of Hong Kong and Macao, which can be adopted in construction projects after being reviewed and approved by the construction administration department of Nansha New Area.

Article 15 Construction administration department of Nansha New Area shall, in accordance with the laws, regulations, rules and standards of Chinese mainland, implement daily supervision and administration over the business and practicing activities of registered Hong Kong and Macao Enterprises and Professionals. For Hong Kong and Macao Enterprises that directly provide services in Nansha New Area, the construction administration department of Nansha New Area shall spot check their service level and quality every half a year and archive the spot check results. For Hong Kong and Macao Professionals who directly provide services in Nansha New Area, the construction administration department of Nansha New Area shall supervise and investigate their professional ethics, service level, employer evaluation and other specific aspects, formulate management files in the form of a questionnaire or report every half a year, and suggest whether to renew their registration according to the year-end comprehensive investigation.

Article 16 If any unregistered Hong Kong and Macao Enterprises and Professionals directly provide services and practice in Nansha New Area, or any registered Hong Kong and Macao Enterprises and Professionals provide services beyond their registered business scope, the relevant administration authorities of Nansha New Area shall not recognize them, and shall give them a penalty in accordance with relevant mainland regulations on business undertaking without due qualification, doing business without qualification, or undertaking business beyond qualification level.

Article 17 If Hong Kong and Macao Enterprises violate mainland laws and regulations in their business activities to the extent that they shall be punished by downgrading their qualification, the construction administration department of Nansha New Area shall mark their registration invalid and shall no longer accept their registration application within one year; if the violation is so serious that they shall be punished by revoking the qualification certificate, the construction administration department of Nansha New Area shall mark their registration invalid and no longer accept their registration application within three years.

If Hong Kong and Macao Professionals violate mainland laws and regulations in their practicing activities to the extent that they shall be punished by revoking their practicing qualification certificate, the construction administration department of Nansha New Area shall mark their registration invalid and no longer accept their registration application within five years. If a major accident is caused, the professional shall be banned from registration ever again.
