Article 10 The validity period of the registration shall be consistent with that of their practice registration in Hong Kong and Macao. In case of any change in the information submitted during registration, Hong Kong and Macao Enterprises and Professionals shall notify the construction administration department of Nansha New Area within 30 days from the date of the change. If no notice is given within the time limit, the original registration shall become invalid.
Article 11 The registered Hong Kong and Macao Enterprises shall provide services within their registered business scope. The relevant administration authorities of Nansha New Area shall grant them recognition and handle relevant licensing procedures for them. Where government procurement services are involved, the requirements of relevant laws and regulations such as The Government Procurement Law of People's Republic of China shall be implemented.
Article 12 Hong Kong and Macao Professionals who directly provide services in Nansha New Area shall join Hong Kong and Macao Enterprises that have been registered in Nansha New Area or mainland enterprises with corresponding qualifications. The registered Hong Kong and Macao Professionals shall provide services within their registered business scope. Where Hong Kong and Macao Professionals provide relevant professional services that need to be approved with a mainland practicing seal, the relevant drawings and documents shall be signed by Hong Kong and Macao Professionals and stamped with the corporate seal of their employers. The relevant administration authorities of Nansha New Area shall grant them recognition and handle relevant licensing procedures for them.
Article 13 When Hong Kong and Macao Enterprises bid for engineering projects in Nansha New Area, market entities in the zone shall recognize their bidding qualification of "directly providing services", select them according to their actual performance, and assess their performance and equivalent experience. When bidding for a project, the legally registered Hong Kong and Macao construction enterprises shall promise to the construction organization that the production standards and conditions to be applied will be no inferior to those of mainland construction enterprises, and they shall be deemed to have obtained the relevant bidding qualification for the project. If a construction organization outsources the project to Hong Kong and Macao Enterprises, it shall report relevant information to the construction administration department of Nansha New Area within five working days after issuing the notification of award or determining the cooperation intention. For those (construction enterprises) that should go through commercial registration and review of relevant safety production conditions, the collection and review of relevant contract information can be postponed to be done after the enterprises' undertaking of project and before the start of the project. Bank accounts can be opened only after the collection of contract information is completed. Relevant administration authorities of Nansha New Area shall strictly strengthen supervision during and after events to ensure smooth connection of systems and good operation of the construction market.
