Article 25 If an applicant has obtained a professional title by providing false materials, plagiarizing the works or academic achievements of others, or resorting to other improper means, the administrative department for human resources and social security of Nansha district or the organizing unit of the Evaluation Committee will cancel his/her professional title, include the issue into the professional title evaluation credit record, which will be incorporated into the national platform for sharing credit information. Such dishonest records shall remain in the file for three years from the disqualification of the professional title.
Article 26 If a unit fails to perform its duties of examination and verification according to law during the examination, publication and recommendation for Hong Kong and Macao professionals, the administrative department for human resources and social security of Nansha district or the organizing unit of the Evaluation Committee will discipline the executive and other people directly responsible, order them to take remedial measures, and, under serious circumstances, hold the relevant people accountable according to law.
Article 27 If the organizing unit the Evaluation Committee fails to perform its duties of examination and verification according to law, the administrative department for human resources and social security of Nansha district will discipline the executive and other people directly responsible and order them to take remedial measures; or, when necessary, suspend its evaluation work of professional titles according to relevant regulations; or, under serious circumstances, cancel its right to the evaluation of professional titles and hold the relevant people accountable according to law.
Article 28 Review experts and staff members of the Office of the Evaluation Committee shall not disclose any content of the review, accept any evaluation materials without authorization or seek improper gains by taking advantage of their positions during the confidentiality period of the review.
If a review expert has any stake in the review or is otherwise related thereto so that its objectivity and fairness may be affected, the expert shall apply for withdrawal. If the Office of the Evaluation Committee finds any of the above circumstances, it shall notify the review expert to withdraw.
For a review expert who violates the above provisions, the organizing unit of the Evaluation Committee will disqualify the expert for the review, criticize and educate the expert, record the case into the depository of files on integrity in the evaluation of professional titles and, if any crime is constituted, hold the expert criminally accountable. For any of the staff members in the Office of the EvaluNotice of the Nansha District Bureau of Human Resources and Social Security of Guangzhou Municipality and the Bureau of Construction and Transport of the Nansha Economic and Technological Development Zone of Guangzhou Municipality on Issuing the Management Measures of Nansha District of Guangzhou Municipality for Evaluating the Professional Titles of Hong Kong and Macao Professionals in Construction and Transport (For Trial) Action Committee who violates the above provisions, the organizing unit of the Evaluation Committee shall order the person not to engage in the evaluation of professional titles any longer, criticize and educate the person and, if any crime is constituted, hold the person criminally accountable.
Chapter V Supplementary Provisions
Article 29 These Measures shall come in force from the date of promulgation, and shall remain in force for three years.
