Measures of Nansha District for Improving the Quantity and Quality of Modern Agriculture 

Document No 1 of the CPC Central Committee and relevant provincial and municipal documents, to accurately grasp the new development stage, implement the new development philosophy in a full, accurate and comprehensive manner, foster new development drivers, promote rural revitalization, accelerate the building of a "vegetable basket" (non-grain food supply) service support base in the Guangdong-Hong Kong-Macao Greater Bay Area, form a modern agricultural industrial cluster, and accelerate high-quality agricultural development, these Measures are hereby formulated.

I. Requirements for support recipients

1. Business entities (enterprises, platforms and organizations):

1. Having independent legal person status, a sophisticated financial system and conducting independent accounting.

2. Conducting production and operation activities in Nansha district, and making a direct contribution to Nansha district's economic and social development and modern agricultural development.

3. Operating businesses involved in agricultural research, agricultural product production, processing, marketing services, agricultural and rural sightseeing and leisure, comprehensive agricultural services.

2. Business entities (individual farmers): individuals engaged in agricultural production and business activities in Nansha district.

II. Supporting Measures

1. Support for investment expansion. For business entities that increase investment in farmland infrastructure, production and operation facilities, intelligent management facilities (equipment), and agricultural product processing equipment to promote agricultural industrialization, a subsidy of 45 percent of the investment may be granted from the treasury of Nansha district. If such a business entity has already enjoyed financial support from a superior department, an award of up to 1:1 may be granted from the district treasury; such support shall not exceed 75 percent of the total project investment and shall be subject to a maximum amount of 5 million yuan ($784,379) per entity per year. For the new investment included in the statistics of Nansha district, a contribution award of up to 200,000 yuan per year may be granted
