Guangzhou’s Nansha district recently held a seminar pertaining to the reform of the commercial registration system. Discussions covered the system’s connotations, legal basis and implementation approaches and were intended to promote the development of the Guangdong-Hong Kong-Macao Greater Bay Area.

“Reform of the commercial registration system is a symbol of the innovation of the Nansha Free Trade Zone as well as an important initiative to foster a world-class business environment,” said Cai Chaolin, Party chief of the district.
Nansha will shift commercial registration from administrative licensing to administrative confirmative, giving management autonomy entirely back to enterprises and the market, and driving the local system to act in accordance with international conventions.
Meanwhile, the district will proceed to beef up regulation by building a credit-oriented market access, supervision and service mechanism.
“The system, targeted at corporations that are not involved in negative list activities, is a major innovative solution reflecting the transformation of the government’s management concept,” indicated Yu Lingyun, professor from the Tsinghua University Law School.
The supervision department registers the information about the market players according to the applications and ratifies their qualification by licensing and publication without their being inspected by the registration office.
With the help of AI and robot technology, the district’s 6,572 enterprises were enjoying the convenience of the electronic registration system by the end of September of this year, finding it more transparent and predictable.
