Nansha excels in talent work cases appraisal

Guangzhou’s Nansha district was recently hailed as a top 10 example in the 4th National Talent Work Innovation Cases Appraisal, standing out from all the 1,100 submitted cases across the country.

Nansha, reputed as a talent cooperation demonstration zone in the Guangdong-Hong Kong-Macao Greater Bay Area, has proactively explored cooperation mechanisms and optimized a public service system that benefits talent agglomeration and development in the past few years.

The district put a high-end leading talent introduction program into force to lure top-notch brains with a full-time job and up to 10 million yuan ($1.41 million) in setting-in allowance, plus a further special premium based on 40 percent of the individual’s economic contribution.

“The local government beefs up the talent retention policies not only by strong supports but also by wide scope of coverage,” said Chen Xianshuai, director of the Guangzhou Institute of Advanced Technology of the Chinese Academy of Sciences.

There are also preferential policies for other excellent practitioners. Newly imported talents will receive housing allowances in accordance with their educational background, and are able to access various research platforms and convenient exit and entry services.

“Government rolls out a series of corresponding incentives and subsidies based on a person’s different development stages including settling-in, research & development and operating costs, which makes the employment environment more friendly to returned overseas personnel,” added Chen.

The district also continues to make its tax environment convergent to the two special administrative zones to retain more Hong Kong and Macao talents.

Nansha has built a housing security system characterized by shared ownership housing and talent apartments that benefits the Bay Area. It will construct 10,000 apartments in three or five years.

It unveiled China’s first one-stop service counter for international talents in June of this year, offering 93 kinds of services to the target population.
