Improved business environment for enterprises

"We have five high-level talents identified by Nansha district. In the past, when dealing with talents settlement, children's education, and talent policy applications, people needed to go through multiple departments for consultation. Now we can deal with all of these processes at the service window at one time," said Zhang Li, vice president of CloudWalk.

In recent years, Nansha has created a good atmosphere for collaborative innovation and linkage innovation across society, attracting all kinds of high-end resources and stimulating market vitality.

The Guangzhou Nansha District Real Estate Registration Center pioneered registration of real estate mortgages under the cross-border financing of the first overseas branch of the Chinese bank for private enterprises, and issued “Real Estate Registration Certificates".  A low-cost overseas loan of 40 million yuan ($5.81 million) was introduced on June 25.

"This is a case that has no precedent to follow," said the staff in charge of the Nansha District Real Estate Registration Center.

Nansha and related departments launched the establishment of the commercial service for Hong Kong in April 2016. It was the first district to extend domestic commercial services to the Hong Kong Special Administrative Region.

Its services extend to Macao, New Zealand, the United States and other places. So far, 13 Hong Kong and New Zealand companies have come to Nansha through the innovative system.

Nansha subsidizes 2 to 10 million yuan for full-time high-end leading talents. For innovative talents who work in the district for more than three months each year, subsidies are granted on a daily basis.

It also provides talent cards with 12 services for convenience such as medical care, customs clearance, housing, household services, and children's education for high-end leading talents.

The Guangzhou Nansha Trademark Acceptance Window of the Trademark Office of the State Intellectual Property Office opened on June 20. In the future, 25 national bureau trademarks such as registration applications and pledge registrations will be available in Nansha. This is the fourth trademark acceptance window in Guangdong province and the only district-level trademark acceptance window in Guangzhou.

There were about 136,000 commercial entities and 27,000 valid registered trademarks as of March 2019. In 2018, the number of trademark registration applications in Nansha was 32,172, an increase of 171.3 percent over the same period of 2017.

Li Lixun, a professor at the School of Geographical Science and Planning at Sun Yat-Sen University, hopes that Nansha’s innovation in service enterprises will become a model for institutional innovation in the Guangdong-Hong Kong-Macao Greater Bay Area.

"Guangzhou is one of the core development engines of the Greater Bay Area. Different core engines have their specific development missions. Nansha should represent Guangzhou in many aspects to fulfill its core mission, "he added.
