The documents show the progress of Nansha law-ruled business environment construction and its development plan for the next three years.

In 2018, the score that indicated the convenience of Nansha' s business environment was 77.88, ranking 29th in the world. And, the index of the execution of contracts, an important factor in assessing the development of the rule of law, scored 84.50 points, second in the world.

Nansha became the only district in Guangzhou that has realized full coverage of legal administration. The district has optimized the decision-making mechanism, implemented the government's purchase of legal services, and established a legal counsel service system.

Nansha also promoted reform of the comprehensive administrative law enforcement system and established the Comprehensive Administrative Law Enforcement Bureau with a new mode for grassroots law enforcement.

The Hong Kong and Macao people's assessor system established by Nansha was the first in the country, and special mediation organizations and mediators from those cities were invited to Nansha.

Hong Kong barristers were invited to mediate foreign-related commercial cases for the first time in the country. Nansha also launched China's first commercial multi-mediation APP.

In the future, Nansha will promote the construction of a smart judicial administration, build a multi-language public legal service network, and form a large platform with an informational pattern.

It will improve the level of rule of law, promote the construction of a smart political and legal system, and integrate the rule of law in the Greater Bay Area. It will also strengthen judicial protection of data property rights and support digital economy development in Nansha. The existing high-end legal service institutions and high-end professional service will also be improved.
