As a third-party organization, KPMG uses the internationally recognized World Bank business environment indicator system to assess the business environment of Nansha.

In 2018, Nansha's business environment convenience score was 77.88, ranking 29th in the world. The three environmental indicators of starting a business, getting electricity, and executing contracts squeezed into the top ten ranks.

In addition, Nansha is committed to building a comprehensive cooperation demonstration zone and creating an internationally high standard business environment.

It will create a public service and social management environment that is connected with Hong Kong and Macao and inject powerful energy for improving Guangzhou's business environment.

The number of registered enterprises in Nansha has increased tenfold in five years, and its container throughput has exceeded 15.66 million TEUs. Behind the rapid development of the industrial economy is the continuous optimization of the business environment.

"Nansha has launched reforms such as a commercial registration confirmation system, 'certification separation 2.0', an international business convenience service, and a 'one-acceptance of 6+X licenses, ' " said Pan Yuzhang, deputy director of the Administrative Committee of Nansha Development Zone.

The usage rate of manifests of international trade goods is 100%. The online customs model has been built and the efficiency of business operations has increased by more than 80%.

The country's first dangerous goods fast clearance system was established and container customs clearance review time reduced from one hour to five minutes.

In accordance with the country's policies, Nansha will give full play to the advantages of the state-level new zone and the pilot free trade zone, and benchmark the National Development and Reform Commission's business evaluation index system, he added.

"Without approval, as long as the legal conditions of the enterprise are met, it will be able to open!" said Qiu Xiaojun, director of the Nansha Market Supervision Bureau. "Nansha will benchmark the registration system of Hong Kong companies in market access, and firstly carry out the reform of the commercial registration confirmation system in China. The nature of registering a company is changed from administrative licensing to administrative confirmation."
