Nansha vows to improve business environment for power industry

The Nansha Development Zone (Nansha New Area of the China (Guangdong) Pilot Free Trade Zone) and a local power supplier jointly held a press conference to release the Implementation Measures for Optimizing the Electricity Business Environment of the Guangzhou Nansha New Area (Trial) on March 26.

After implementation of the measures the area's acquisition level of electricity is expected to rank much higher even by world standards.

The measures are mainly applicable to new installations for increased provision of non-residential electricity to units requiring low-voltage power supply within the Nansha area and related administrative approval to support power projects.

Highlight 1: Simplified power utilization procedure

Shi Yong, deputy director of the Administrative Committee of the Nansha Development Zone, explained that because industrial and commercial enterprises use low-voltage power supply all of the equipment can be supplied by the power supply department, which saves the enterprises' cost.

The enterprises can apply for the use of the electricity on the Internet directly instead of going to the brick-and-mortar entities. In addition, the procedure to balance high and low pressures is simplified, especially in that the low-voltage report only contains the power application and the metering.

Highlight 2: Implementing the provisional lease sharing service

In terms of temporary construction, it is possible to entrust a State-owned enterprise with high qualifications or use a private enterprises' temporary leasing service.

The power supply enterprise's optimized packaging process has been changed from serial to parallel model giving the enterprises"one-stop" service. While improving the efficiency of power generation, Nansha will promote the recycling of electrical equipment and resource sharing to cut operation and maintenance costs and energy consumption.

Highlight 3: High-reliability demonstration area with an average annual power outage of no more than two minutes

A high-reliability demonstration zone will also be built by the Administrative Committee of the Nansha Development Zone and Guangzhou Power Supply Bureau in the Pearl Bay area, the Qingsheng hub and the Wanqingsha bonded port’s processing manufacturing block.

Upon its completion, the annual average power outage time in the demonstration zone will not exceed two minutes, reaching the level of the Hong Kong power grid at a world-class level.

Highlight 4: A number of supporting policies

In the field of power grid planning and construction, Nansha has planned a number of supporting policies to deal with the shortage of substations and power pipe corridors.
