The past year was extraordinary in the development process of Nansha. At this important time of celebrating the 40th anniversary of reform and opening up, it is clearly required to grasp the major opportunities for the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and to build a Guangdong Pilot Free Trade Zone with high standards.

Nansha's economic development was stable and positive in 2018. The district actively responded to the downward pressure on the economy, deepened supply-side structural reform, and achieved a regional GDP of 145.84 billion yuan ($21.73 billion), an increase of 6.5 percent. Its industrial structure was continuously optimized, and the output value of high-tech products accounted for about 50 percent of the district total.

The vitality of the market continues to be inspired with 38,000 newly-established enterprises. The reform and innovation of the free trade zone had been deepened with 105 innovation results. In addition, the foreign investment access negative list was fully implemented. The country's first open list guide for the professional services industry was worked out.

The Guangdong-Hong Kong Industrial Cooperation Park was included in the central leadership group meeting reserve agenda, and the Guangdong-Macao Portuguese-speaking countries industrial park was under consideration.

The level of scientific and technological innovation continued to increase. It is estimated that 173 new high-tech enterprises will be established, an increase of 42 percent. Advanced manufacturing, innovative finance and strategic emerging industries were accelerated, as was the construction of international shipping centers. Shipping service capacity was also further enhanced.

Nevertheless, there were also many problems and shortcomings, such as pressure on economic growth, an unstable industrial base, downturned growth of the real economy, a talent gap and unbalanced development.

In 2019, the lives of people will be improved in these areas: food and drug safety, government affairs and legal services, transportation, environmental governance, social work, education, environmental protection, medical service, housing.
