Nansha institutional reform enters full implementation

On Jan 28, 2019, the Guangdong Provincial Committee of the Communist Party of China approved the“Institutional Reform Plan for Nansha District of Guangzhou”.

On Feb 20, with the agreement of the CPC Guangzhou Municipal Committee and the Guangzhou Municipal Government, the editorial board of the CPC Guangzhou Municipal Committee officially approved and adjusted the work departments of the Party Working Committee and the Administrative Committee of the Nansha Development Zone (Nansha Area of the Free Trade Zone).

On Feb 21, the 7th Plenary Session of the 3rd Central Committee of the CPC Nansha District Committee of Guangzhou (hereinafter referred to as the District Committee) and the Working Conference of the Nansha Development Zone of Guangzhou was held.

The meeting mobilized and deployed deepening of the reform of the Nansha institutions, taking Nansha's institutional reform to a new stage.

In terms of administrative reform, there are 32 Party and government organizations in Nansha district, including nine Party committees and 23 government departments.

Adjust and optimize district-level party and government institutions and functions

1. We will establish and improve the leadership system of the District Committee for major works.

(1) The Supervision Committee is established.

Together with the District Disciplinary Inspection Committee, they perform the duties of discipline inspection and supervision and implement a set of working institutions.

The Supervision Bureau and Corruption Prevention Bureau is no longer in effect.

(2) The Audit Committee of the District Committee is established as the deliberation and coordination institution of the District Committee.

(3) The District Committee's Leading Group for Comprehensive Deepening of Reform is changed to the Comprehensive Deepening of Reform Committee of the District Committee, to serve as the District Committee's deliberation and coordination mechanism.　　

(4) The Work Leading Group for the Rule of Law is reorganized as a committee, to serve as the District Committee's deliberation and coordination mechanism.

(5) The District Committee’s Leading Group for Network Security and Informatization is changed to the Network Security and Informatization Committee of the District Committee to serve as the District Committee's deliberation and coordination mechanism.

(6) The District Committee's Leading Group for Foreign Affairs Work is changed to the Foreign Affairs Working Committee of the District Committee to serve as the District Committee's deliberation and coordination mechanism.

2. We will strengthen the unified and centralized management function of the functional departments of the District Committee

(1) The Organization Establishment Committee is changed to the Organization Establishment Committee of the District Committee to serve as the District Committee's deliberation and coordination mechanism.

(2) The Organization Department of the District Committee unifies the management of civil servants and veteran cadres. The Civil Servant Management Office is renamed as the Civil Servant Bureau and is still listed in the Organization Department of the District Committee.

(3) The Publicity Department of the District Committee unifies the management of press and publication and film work, and adds the brand of the Press and Publication Bureau.

(4) The United Front Work Department of the District Committee unifies the management of ethnic religions and overseas Chinese affairs and Taiwan affairs.

3. New organized and optimized organizations

(1) The Nansha District Sub-bureau of Guangzhou Municipal Planning and Natural Resources Bureau is established. The Land Resources and Planning Bureau is no longer in effect.

(2) The Nansha District Sub-Bureau of Guangzhou Municipal Ecological Environment Bureau is established.

(3) The Agricultural and Rural Bureau is set up.

The Poverty Alleviation and Development Office is open.

The Rural Work Office of the District Committee is located in the Agricultural and Rural Bureau. The Agriculture and Forestry Bureau isno longer in effect.

(4) The Press and Publication Bureau (Tourism Bureau, Sports Bureau) is renamed as the Culture, Radio, Television and Tourism Bureau.

(5) The Health Promotion Bureau is established.

The daily work of the Aging Working Committee is undertaken by the new Health Promotion Bureau.

The Health and Family Planning Bureau is no longer in effect.

(6) The Veteran Affairs Bureau is established.

(7) The Emergency Management Bureau is set up. The Safety Production and Supervision Administration is no longer reserved.

(8)The Judicial Bureau is re-established.

We integrate the responsibilities of the Judicial Bureau and the Government Legal Office, and re-establish the Judicial Bureau.

The Government Legal Office is no longer in effect.

(9) The functions of the Audit Bureau are optimized.

The duty of major project inspection and organization of the Development and Reform Bureau, the implementation of the budget of the Finance Bureau and the supervision and inspection duties of other fiscal revenues and expenditures, the economic responsibility audit of the state-owned enterprise leading cadres of the district government's State-owned Assets Supervision and Administration Bureau, and the duties of the board of supervisors of state-owned enterprises are assigned to the Audit Bureau.

(10) The Market Supervision Administration is established and the Intellectual Property Office is open.

The specific work of the Food Safety Committee shall be borne by the Market Supervision Administration.

The Market and Quality Supervision Authority is no longer in effect.

(11) The Nansha District Sub-bureau of Guangzhou Municipal Medical Insurance Bureau is established.

(12) The duties of the Archives Bureau are clarified. The Archives Bureau is renamed as the National Archives of Nansha District.

(13) The Government Affairs Service Data Administration Bureau is established and the Administrative Examination and Approval Bureau is open.

(14) In accordance with the deployment of the central government, we reform the collection and management system of the national taxation and land tax.

4. Organizations that are no longer established

(1) The responsibilities of the Social Security Comprehensive Management Committee and its offices, and of the Stability Work Leading Group and its office shall be borne by the Political and Legal Committee of the District Committee.

(2) The duties of the Leading Group for the Prevention and Handling of Cults and its office shall be borne by the Political and Legal Committee of the District Committee and the Nansha District Sub-bureau of the Guangzhou Municipal Public Security Bureau.
