During the first Cultural, Business and Tourism Integration Development Conference in Haizhu district held on Dec 5, Haizhu issued the Haizhu District Cultural Industry Development Energy Gathering Plan and Jiangnan (regions south of the Yangtze River) Culture, Business and Tourism Integration Circle Plan.

According to the Haizhu District Cultural Industry Development Energy Gathering Plan, Haizhu will develop its cultural industry by setting up industrial funds, building cultural brands, cultivating cultural talents, and bringing together governments, enterprises, and artists to promote the Haizhu cultural brands.

According to the Jiangnan Culture, Business and Tourism Integration Circle Plan, Haizhu will improve the comprehensive construction of the Jiangnan cultural, business and tourism integration circle by improving the environment, optimizing traffic and implementing smart technology in the business circle.
