Notice of the People's Government of Huangpu District, Guangzhou City on Designating the Prohibited Area for Livestock and Poultry Farming

For further controlling the pollution caused by livestock and poultry farming, the people's government of Huangpu district, Guangzhou, hereby designates the prohibited area for livestock and poultry farming in accordance with laws, regulations and rules including the Animal Husbandry Law of the People's Republic of China, the Environmental Protection Law of the People's Republic of China, the Regulations on the Prevention and Control of Pollution from Large-scale Livestock and Poultry Farming, the Regulations of Guangdong Province on Environmental Protection, the Regulations of Guangdong Province on Water Pollution Prevention and Control, and the Regulations of Guangzhou City on the Protection of the Liuxi River Basin, while taking into account the realities of the district. The concerned matters are hereby notified as follows:

1. The entire Huangpu district has been designated as the prohibited area for livestock and poultry farming.

2. Since the notice comes into effect, no livestock and poultry farms shall be allowed to be established in the aforesaid prohibited area. The prohibited area for livestock and poultry farming mentioned in this notice refers to the area where livestock and poultry farms or those with pollutant discharge are prohibited to be built according to law.

3. Upon the issuance of the notice, all functional departments and sub-districts (town governments) of Huangpu district shall conduct management and supervision over livestock and poultry farming within their respective jurisdictions according to law, and impose due punishments on acts violating relevant laws and regulations.

4. The livestock and poultry mentioned in the notice refer to conventional and specialized livestock and poultry categories on the National List of Livestock and Poultry Genetic Resources promulgated by agriculture and rural affairs authorities under the State Council and approved by the State Council. If any other regulations of the State and Guangdong province otherwise provided on the breeding management of laboratory animals, protected animals, etc., those provisions of the said regulations shall prevail.

5. The notice shall come into effect on the date of issuance, and remain valid for five years.
