Measures for Reward for Statistics Work of Enterprises in Guangzhou Huangpu District

Article 1 [Purpose and Basis] To strengthen the supervision and management of statistics work of enterprises in Huangpu district, to ensure the accuracy and timeliness of statistical data, to bring into play the important role of statistics in giving service to economic and social development, and to reward the person who engages in statistics work (the statistic personnel ) with outstanding performance, the measures are, based upon the situation of the district, laid down by the relevant provisions of the Statistics Law of the People's Republic of China, the Regulations for Implementation of the Statistics Law of the People's Republic of China, and the Statistics Regulations of Guangdong Province.

Article 2 [Reward Recipients] The reward recipients are the statistic personnel of enterprises that are included in the online direct reporting system under the statistical management scope of Huangpu district, Guangzhou, including the statistic personnel of industrial enterprises above the designated size, wholesale and retail enterprises above the designated size, service enterprises above the designated size, enterprises of fixed assets investment involving a total planned investment of 5 million yuan ($772,480) and above, construction enterprises with qualification certificates, and enterprises for real estate development.

Article 3 [Reward Conditions] The reward qualification shall be comprehensively considered from the timeliness and accuracy of statistical annual (regular) reports, sample surveys, and special surveys of enterprises, as well as the stability of the statistic personnel. The evaluation criteria is as followed:

(1) The statistic personnel of enterprises shall submit statistical reports as per the prescription of the statistical reporting system on time. The timeliness shall be evaluated based on whether the deadline set by the Statistical Online Direct Reporting System (Guangdong) is met; and whether the enterprises have received the Reminder Notice on Statistical Statements.

(2) The statistic personnel of enterprises shall submit statistical reports as per the prescription of the statistical reporting system on time. The accuracy shall be evaluated based on whether the enterprises have received the Rectification Notice or the Written Decision of Administrative Penalty.

(3) The stability of statistic personnel refers to the tenure of the statistic personnel in an enterprise within the online direct reporting system for more than one year. The statistic personnel of enterprises absorbed into the online direct reporting management in the given year shall not be eligible for the reward.

(4) Enterprises will be disqualified for the reward, if, in the statistical supervision and inspection organized and implemented by the statistical departments of all levels, they are found to have large discrepancies in the statistical data, and the original records and statistical accounts do not meet the requirements of the standardized construction of the statistical foundation.

Article 4 [Reward Criteria] Each enterprise is eligible to apply for the reward for only one of its statistic personnel annually. One statistic personnel is eligible for the reward once a year. Each statistic personnel who has passed the evaluation conducted by the streets or towns (statistic departments) and has been approved by the district statistical department will be rewarded a bonus of 1,000 yuan.

Article 5 [Reward Process] The streets and towns (statistical department) shall conduct the evaluation in the first half of each year by the provisions of Article 2 and Article 3 of the measures, and submit the name list of qualified statistic personnel and supporting materials for reward to the district statistical department. Upon the district statistical department's approval, the name of the reward recipients will be announced before the third quarter of the year. Such a name list will also be circulated to the streets and towns (statistic departments) will allocate the bonus to the reward recipients thereafter. The reward recipients are responsible to pay the tax of the bonus by the relevant law.

Article 6 [Financial Support] The reward funds shall be arranged in the department's annual budget by the relevant provisions and shall be appropriated to each street and town on time by the district statistical department.

Article 7 [Reward Supervision] The usage and management of the funds involved in these Measures shall comply with the relevant provisions of the national laws, regulations, and policies; shall strictly follow the rules of financial management; and shall be subject to the supervision of the financial, auditing and other departments. 

The district statistical department shall strengthen its supervision to ensure that the funds are properly appropriated on schedule.

Article 8 [Validity Period] The measures take into effect as of the date of promulgation and will be effective in the following five years. The former Measures for Reward for Statistics Work of Enterprises in Huangpu District, Guangzhou ( Sui Pu Tong Gui [2018] No 1) shall be abolished simultaneously.
