A total of 13 institutional innovation achievements of the Qinzhou Port area of the China (Guangxi) Pilot Free Trade Zone (FTZ) were promoted in Guangxi, accounting for 43.33 percent of the fourth batch of institutional innovation achievements.

The fourth batch of institutional innovation achievements at the autonomous region level in the Qinzhou Port area of Guangxi FTZ covers the transformation of government functions, trade transformation and upgrading, customs clearance reform and innovation; investment reform and innovation, financial opening and innovation, as well as channel portal innovation.

Qinzhou has carried out the cross-regional reform of maritime government services in the Beibu Gulf, the reform of cross-border RMB electronic tax payments and warehousing, and the reform of international shipping liberalization. It also innovated its tax regulation mode, established an enterprise production safety regulation mode, which includes the "government + enterprise + insurance" model, and deepened the exchanges and cooperation between China and ASEAN member countries.
