Li Guohui
Li Guohui, senior engineer, is a supervisor in the Master of Engineering program of the School of Software, Tianjin University. He is a postdoctoral supervisor, a member of the Microcomputer Society of the China Computer Federation (CCF), vice chairman of the Microcomputer-based Medical Application Society of the CCF, and a senior member of the CCF and the Chinese Institute of Electronics.
He has also served on the Tianjin Biomedical Engineering Society, the Standing Committee of the Tianjin Heart Rhythm Society, the Standing Committee of the Expert Committee of China Wearable Computing Innovation & Strategic Alliance, the China Standard-setting Committee for Intelligent Elderly Facilities Systems, and the Stroke Prevention Branch of the Chinese Medical Association. He was honored as an excellent science and technology worker by Tianjin in 2017 (seventh session).
Li is engaged in computer-based medical applications, smart health Internet and Internet of Things projects, artificial intelligence, big data and other technologies.
He mainly researches and develops hierarchical diagnosis and treatment applications, telemedicine applications for the elderly and intelligent medical instruments.
He presided over and participated in three national, provincial and ministerial scientific research projects as well as other major scientific and technological research projects. He has published 15 papers, including one SCI paper and two EI papers, and earned 15 authorized invention patents and seven computer software copyrights.
Li was awarded two second prizes of the Provincial and Ministerial Science and Technology Progress Awards (ranked 1st), and a second prize of the National Postdoctoral Natural Science Foundation. He has cultivated 11 post-doctoral fellows and 36 postgraduates, published more than 40 papers at home and abroad, and participated in the editing of Practical Critical Care Medicine.
Entrusted by the State Administration of Foreign Experts Affairs, he twice led a delegation to Europe and the United States to investigate the medical and health industries and seek cooperation in the research and development of medical equipment products. He participated in the organization of the 427th academic symposium of the Xiangshan Science Conferences with the theme of "Scientific Issues and Frontier Technologies in Elderly Health Information Services" in 2012, which proposed for the first time including "Responding to Aging" in national policies. He has hosted smart endowment forums at more than 30 international and domestic conferences.
As project leader, he designed an ECG Telemetry Monitoring System and ECG Telemetry Monitoring System Detection Methods and Standards during the National Seventh Five-Year Plan. In 1992, he was included in the Who's Who of the Asia Pacific Rim published by Barons. In 1995, he took the lead in proposing the establishment of a Tianjin Citizens' Health Service Network-Community Medical Emergency Monitoring Network, which was strongly supported by the Tianjin Municipal Health Bureau; his proposal "Establishing Community Medical Care" was accepted by the National People's Congress and Hexi District and Hedong District took the lead in the country in conducting trials of community medical care.
In 2001, he implemented the Tianjin Information Port project of a Tianjin Community Medical Emergency Monitoring Network, and wrote two reports. In 2008, the Micro Electrocardiograph he developed was approved by a committee of experts from the Chinese Academy of Sciences and other units. It was believed that the product was international-leading and made a breakthrough past traditional electrocardiographs. His 12-lead synchronous digital ECG workstation was awarded as a national key new product, and his telemetry ECG monitor was named an independent innovation product of Tianjin.
Since 2015, he has presided over implementation of the National Development and Reform Commission's National Internet of Things Professional Services and Value-added Service Application Demonstration Project, the "Personalized Intelligent Medical Monitoring System for the Elderly". He has also promoted the construction of the hierarchical diagnosis and treatment system of the National 13th Five-Year Plan, and participated in the key project of the 2017 National Key R&D Program, the "R&D and Application Demonstration of Key Generic Technologies in Modern Services". In addition, he was involved in the Application Demonstration of Cross-field Elderly Health Services, the key 13th Five-year Plan project of the Ministry of Science and Technology "Research on Prevention and Control of Major Chronic Non-communicable Diseases", and the Regional Application Demonstration and Promotion Platform "Comprehensive Demonstration of Science and Technology for Prevention and Control of Chronic Diseases in North China".
His current project is organizing establishment of a national standard ECG database.
