Along the central portion of Luotang road in Putuo district, known as the most beautiful road in Zhoushan, Zhejiang province, an idle mountainside quarry is being transformed into the "Sky City above the Starry Sea".
Beginning construction at the end of November 2023, the project covers a total planned construction area of 180,000 square meters and attracts an investment of approximately 2.2 billion yuan ($308 million).

The project will feature three tiers, with a height difference of approximately 150 meters between the first and third tiers, equivalent to a 50-story building, and will include nearly 1,000 high-end guest rooms.
Halfway up the mountain, about 90 meters above sea level, the underground level of the first platform, primarily serving as a parking lot and equipment room, is expected to be completed by the end of August.

To ensure construction quality, the first platform was divided into 45 sections, each with its own accurate construction drawing.
A formerly 6-meter-wide dirt road from the foot of the mountain to the construction site of the first tier, the only transportation route for materials, has expanded into a 10-meter-wide cement road over the past two months, accelerating the project's progress.
Another transport route for materials is about to be completed, and roads for the second and third tiers are also under construction.
