Zhoushan unveils policies to optimize business environment

Zhoushan in Zhejiang province introduced 29 new policies on April 7, aimed at cultivating a top-tier business environment characterized by market orientation, adherence to the rule of law, and adherence to international standards.

Authorities are concentrating on elevating the quality of registration facilitation services, including the exploration of standardizing the business entity exit mechanism. Authorities plan to establish comprehensive and standardized rules based on an analysis of five identified typical cases that encountered obstacles during the deregistration processes.

The city is also committed to fostering the high-quality development of individual economies. This will be accomplished through the establishment of an information-sharing service platform, tailoring a policy package, and providing resources and information for various business operations such as establishment, deregistration, financing, loans, and tax payments for individual businesses.

The new policy places significant emphasis on enhancing the level of value-added services, particularly in the realms of intellectual property and bulk commodity measurement and testing.

In line with advancing fair market competition, the new policy proposes the implementation of efficient integrated supervision throughout the entire process, primarily through joint random inspections across departments, regions, and levels.

Furthermore, the policy outlines detailed measures in areas such as integrated reform for the protection of intellectual property rights, enhancing quality standards in key areas, building the capacity for inspection and testing technologies, and strengthening the core support for modernization.
