Two Characteristic Industrial Clusters Boost Longyao’s Economy

On April 25, Jinmailang Noodles Co Ltd kicked off its non-fried steamed noodle project, with a total investment of 1.02 billion yuan, in Oriental Food City, Longyao County.

As one of the six "standard land" projects in Longyao. it covers an area of 171.59 mu, with a total construction area of 142,588.6 square meters and a volume rate of 1.51. The average investment per mu is 5.94million yuan, the average output value per mu is 12.06 million yuan, and the average tax per mu is 774,300 yuan. After the production is completed, the project is expected to produce 39.84 million cups of noodles a year. The estimated annual revenue could reach 2 billion yuan, with the tax to reach 130 million yuan. The project is also expected to create 1,000 jobs.

In recent years, Longyao, with a special focus on the two provincial-level industrial clusters of food manufacturing and green casting, has focused on planning, setting policies, promoting innovation, and creating brands, which has effectively promoted the development of the county’s economy.

Highlight Planning Guidance and Strengthen Industrial Cohesion. In the development of the food industry, with the Oriental Food City as a platform, based on the establishment of China's Oriental Food Industry Town, Longyao will focus on promoting the construction of a5.88 square kilometer core area of the food industry, and strive to invest 10 billion yuan in 3-5 years to achieve "output value exceeding 100 billion, taxes exceeding one billion". In the development of the foundry industry, it will vigorously develop the modern cast iron cookware industrial system, create a new trend of cast iron cookware in the era of "Internet +" and international development, and make Longyao’s cast iron cookware a well-known international and domestic brand product.

Highlight Policy Support and Strengthen Investment Attractiveness. Around the core area of the food industry, Longyao  has implemented urbanization operations with a total investment of nearly 1.2 billion yuan. It has successively built infrastructure projects such as sewage treatment plants, landfills, natural gas gate stations, and water supply plants for the South-to-North Water Transfer Project. The horizontal road grid meets the "ten connections and one leveling" standard. To solve land constraints, it uses land reserve bond funds to recover idle land, purchase and revitalize construction or relocation of enterprise land, and expand the source of land for industrial projects. At the same time, around the main indicators of intensive land use, energy conservation and emission reduction, it carries out a comprehensive evaluation of the "effectiveness of output per mu" as the core to improve the incentive mechanism.

Highlight Innovation Drivers and Strengthen Brand Influence. It continuously improves the innovation ability of local enterprises. For example, Jinmailang participated in the revision of an international standard (GB / T 25005-2010 sensory analysis instant noodle sensory evaluation method) and invented the preparation method of collagen powder. Jinxu has 4 patents for semi-dry noodles for diabetic patients and its production method. Sanxia Company developed an enamel intelligent production line with natural gas and electricity as its energy, and developed a push-plate heat treatment furnace, which filled the international and domestic stainless technology gaps and obtained 25 patents. Longyao also continues to strengthen corporate brand building, including Jinmailang and Longyao food. The county has successively created 1 Chinese famous brand product, 2 Chinese well-known trademarks (Hualong, Jinmailang),12provincialbrand-name products, 20 provincial famous trademarks, and more than 600 patents. Jinmailang was recognized as "Excellent Private Enterprise in Hebei Province", selected as one of the top 500 private enterprises, and awarded the honorary title of "70 Brands for the 70th Anniversary of the Founding of New China". Sanxia Company was identified as the Xingtai City Industrial Design Center, and has won the Xingtai City Government Quality Award, Hebei High-tech Enterprise, Hebei Province Specialized and Specialized Small and Medium-sized Enterprises, Hebei Casting Industry Top 60 Enterprises, and Top 100 Export Contributions, and the tile of an excellent private enterprise in Hebei province.

Highlight Project Construction and Strengthen Leading Power. With Jinmailang as a leading project, Longyao has successively invested 1.132 billion yuan in quality improvement and expansion, 1.6 billion yuan in food and beverage intelligent upgrades, and 1.12 billion yuan in innovative manufacturing and R & D bases. A number of key projects with investment of over 100 million yuan have been newly added, such as red cap bottle caps, Longda packaging products, Pingxing meat products, and potato snack foods. Sanxia Cast Iron Co., Ltd. , in collaboration with with the United States Karim Studio and Shenzhen Sino-Finland Creative Industrial Park Investment Development Co., Ltd., has launched the "Internet + High-grade Cast Iron Cookware" action, and cooperated with Jingdong, Alibaba and other well-known network distributors to expand Product sales channels, promoting the development of digital, networked, and intelligent industries. At the same time, this year, Sanxia company has invested 205 million yuan in cast iron enamel stove and precision iron pan spinning material project, which is also one of the six "standard land" key projects in our county, currently under intense construction.

The planned area of the food industry cluster in Longyao is 16.6 square kilometers, and the current built-up area is 8 square kilometers. There are now 82 enterprises of various types, including 15 industrial enterprises above designated size. The main products are instant noodles and beverages. The products are sold all over the country and exported to more than 40 countries and regions. In 2019, the industrial cluster realized an output value of 11.741 billion yuan, completed operating income of 10.82 billion yuan, and paid taxes of 305.8 million yuan, accounting for 32.8% of the county's tax revenue.

"The gray cast iron industry in Longyao County is a characteristic industry led by Xingtai Sanxia Cast Iron Co., Ltd. Founded in 1998, it is one of the formulators of national standards for cast iron enamel products and the largest cast iron cookware manufacturer in the world. The products are sold to more than 30 countries and regions such as the United States, the European Union, Japan, and South Africa. In 2019, Sanxia Cast Iron Co., Ltd. realized an output value of 470 million yuan and completed operating income of 47.717 million yuan. It paid 35.96 million yuanin taxes," said Li Yunling, the director of the Science and Information Technology Bureau.
