Quzhou, Hebei, strives to build a city of bicycles

Quzhou county is located in the northeast of Handan City, with an area of 676 square kilometers. Handan which was identified as the regional sub-center city in 2017, is the natural pigment industry base of China and the national agricultural products processing model base. It is particularly worth mentioning that Quzhou bicycle (children's bicycle) industry has been admitted as one of 107 county-level characteristic industrial clusters by Hebei provincial government, which was rated as excellent and ranked third in the province in the assessment of county characteristic industry revitalization work in 2019.

At present, Quzhou has developed along with surrounding counties, becoming the fourth largest bicycle (children's bicycle) industry cluster in China after the Yangtze River Delta, the Pearl River Delta and Tianjin, and is also one of the leading industries of "1 + 2 + 3" industrial layout in Quzhou County.

Start early, large-scale, blooming enterprises

The long history and solid production base have created the industrial endowment of Quzhou bicycles (children's bicycles).The industry rose in the 1970s, when every household in the northern villages and towns had production points, which was the basic industry for the masses to rely on to maintain their livelihood. After more than 40 years, Quzhou has grown into "the famous town of bicycle and children's bicycle industry in the whole province", "the cultural industry cluster area of the whole province", and a national well-known production base, export base and industrial cluster area of bicycle, children's bicycle and electric vehicle accessories.

At present, there are more than 1,800 bicycle (children's bicycle) and accessories manufacturing enterprises. Of them, 116 are small and medium-sized enterprises, and 26 leading enterprises, with employees accounting for one fifths of the county's population. The bicycle (children's bicycle) industry has become an industry carrier supporting the rapid rise of Quzhou.

Strong R & D, excellent platform, strong innovation drive

In order to achieve high-end products, Quzhou finds the core of science and technology and consolidate the platform support. On the one hand, it focuses on R&D. Quzhou has established cooperation relationship with more than 30 famous domestic colleges and universities such as Tsinghua University and Chinese Academy of Sciences. There are at least 1 to 2 scientific research institutes providing scientific and technological support behind each large-scale enterprise so that the bicycle (children’s bicycle) industry has realized upgrading and improved its quality and efficiency. In 2019, six new provincial innovation platforms were set up in the county, realizing the full coverage of R&D institutions of enterprises above designated size, accounting for up to 2.5% of R&D investment of key enterprises in the main business income. On the other hand, it consolidates the platforms. In 2018, Quzhou government successfully signed a contract with a Shenzhen company to build the first county-level industrial design innovation center in Hebei Province, and reached cooperation agreements with 15 enterprises to provide "nanny style" design and "personalized" services for enterprises, and accelerate innovation R&D and achievement transformation. For example, the foldable stroller, awarded the national new practical technology patent, won the "excellent award of China Excellent Industrial Design Award in 2018" at the second China Wuhan Industrial Design Expo. The electric heater designed for Hebei Liyuan automobile industry company has achieved sales revenue of 230 million yuan.

Long chain, complete types, prominent cluster effect

According to the development goal of "ten billion yuan in three years", Quzhou adheres to the development concept of external recruitment with internal education to promotes the development of chain, further enriching the industrial level and optimizing the industrial structure. It has formed a circular economy industrial cluster, in which “the upstream is directly supplied with raw materials such as alloy and carbon fiber, the midstream is the processing of parts and decorative accessories, and the downstream is children's toys and children's carriages, bicycles, elderly walkers and patient's function cars and other end products ”.At present, the company has an annual output of 4 million complete vehicles with a capacity of 60 million spare parts assembly, involving 291 types and more than 3400 types of products. It has formed a huge industrial cluster, from which the products are exported to more than 30 countries and regions such as Europe, Africa and Americas, and the operating revenue reaches 6.25 billion yuan.

Complete set, high grade, strong radiation

Quality is life and brand is soul. Quzhou always adheres to guaranteeing quality by supporting, building brands with quality and hence driving sales with brands. For example, it has continued to strengthen the construction of "Entrepreneurship and Innovation Park", "incubation base" and "strengthening village and enriching people joint base" to help small and medium-sized enterprises develop and cultivate a large number of well-known trademarks and famous brands in the way of “leading, helping and sharing”, effectively improving the products added value and industrial agglomeration. For another example, the use of Taobao, Pinduoduo and other network sales platform created "Internet plus" sales new formats, in which "Yi Hang", "mini GA Zi", "Anrt" and other brand products are well sold throughout the country, which enhanced the development of 800 upstream enterprises and stimulated the employment of 100,000people in the northern towns. At present, the county has applied for 1,011 patents (181 invention patents) and 143 registered trademarks.

According to the development framework of "one belt, two wings and three parks", Quzhou next will comprehensively carry out "attracting strength from the outside and cultivating innovation inside", promoting "cluster development and village development" in parallel, and strive to build a "buggy town of the world". By 2022, it will build a 10 billion yuan level industrial cluster, and by 2035, it will become a "global intelligent manufacturing capital of bicycles (baby bikes)".
