Chang'an University: cultivating transportation talents for central Asian countries

Chang'an University, based in Xi'an, Shaanxi province in Northwest China, is actively implementing the spirit and achievements of the China-Central Asia Summit. The university is dedicated to serving major national strategies and promoting high-quality training for transportation talents in the five Central Asian countries, achieving significant results.

With a 72-year history of education, Chang'an University has developed distinct educational characteristics and profound disciplinary expertise in the fields of transportation, land resources, and urban-rural development. It is renowned as the leading university for talent cultivation and technological innovation in China's highway transportation industry.

As a university situated in a key node city of the "Belt and Road" initiative, Chang'an University actively integrates into and contributes to the construction of the "Belt and Road" framework. It leads and promotes the World Transport Conference, forms the BRICS Association of Presidents of Transport Universities, and initiates the establishment of the Sino-Russian International Technology Transfer Center for Transport Universities and the International Alliance of Transport Infrastructure Engineering Standards.

A series of scientific and technological innovations from Chang'an University have been widely applied in significant projects along the "Belt and Road," including the Mombasa-Nairobi Railway in Kenya, the first expressway in Ethiopia, the Asia-Arab Highway, and the Maldives-China-Malaysia Friendship Bridge.

The university has optimized and upgraded its education model for Central Asia, establishing the "Belt and Road" International Education Development Research Center, and creating a "talent pool" and "think tank" for international education in Central Asia.

In 2023, Chang'an University proactively implemented the Shaanxi-related achievements of the China-Central Asia Summit. It initiated the establishment of the China-Central Asia Five Countries Talent Training Alliance in the field of transportation infrastructure, opening a new chapter of cooperation between China and the five Central Asian countries.

The university hosted the China-Central Asia Five Countries International Forum on Transportation Engineering Construction Standards, establishing a new dialogue and communication mechanism in the field of transportation engineering construction between China and the five Central Asian countries.

Chang'an University launched a training course for senior technical officials in transportation infrastructure for China and the five Central Asian countries. Through courses such as professional theoretical lectures, professional internships, and Chinese cultural experiences, 12 students from the Uzbekistan National Planning and Design Institute have gained a deep understanding of China's new development concepts, training models, and technological achievements.

The university also undertook the first Global Sustainable Transportation Humanities Exchange Advanced Training Program, where government officials and experts from countries such as Kyrgyzstan, Uzbekistan, Mongolia, Nepal, Thailand, and Vietnam gathered to study and conduct field research.

In the past year, the alliance has yielded fruitful results, not only cultivating a group of high-quality talents in the transportation field but also injecting strong impetus into the transportation development of Central Asia through the alignment of technical standards and the implementation of cooperative projects.

In 2024, on the first anniversary of the establishment of the China-Central Asia Five Countries Transportation Infrastructure Talent Training Alliance, the 2024 annual meeting of the Council was held in Tashkent and Samarkand, Uzbekistan. Leaders of Chang'an University led a delegation to Uzbekistan, engaging in in-depth exchanges on implementing the Shaanxi-related achievements of the China-Central Asia Xi'an Summit, focusing on building a distinctive brand of Shaanxi's foreign affairs work, and exploring other areas of cooperation, further solidifying the foundation for deep cooperation in transportation infrastructure talent cultivation between China and Central Asia.

The alliance has reached cooperation agreements with several universities, including Kazakhstan University of Logistics and Transportation, Tashkent State University of Transportation in Uzbekistan, Tashkent University of Humanities in Uzbekistan, and Uzbekistan National Institute of Planning and Design, signing six order-based joint training agreements.

Chang'an University has also signed agreements with large state-owned enterprises such as China Road and Bridge Corporation (CRBC), China Civil Engineering Group Corporation (CCECC), and China Railway 20th Bureau Group Corporation (CRCC20) to jointly cultivate international students and train professional and technical talents in a personalized, order-based manner. Over the years, it has cultivated more than 5,000 high-quality and localized engineering professionals for nearly 100 countries along the "Belt and Road," forming a talent training system oriented towards the comprehensive capabilities of international engineering.

Since admitting international students to China in 1956, Chang'an University has trained over 10,000 outstanding international alumni, including more than a thousand students from Central Asia.

The International Education College of Chang'an University, as the main hub of the school's international education efforts, places great importance on the management and cultivation of international talents. It is committed to nurturing international talents with ideals, knowledge, culture, and friendship, striving tirelessly to build a community with a shared future for mankind.

The university stated that it will continue to vigorously undertake the mission of opening up education to the outside world, improving the training mode that deeply integrates language and industry, and optimizing the talent training system guided by the enhancement of international engineering comprehensive abilities.

Chang'an University will continue to excel in Chinese language promotion, talent training, teacher training, scientific research, think tank consulting, school-enterprise cooperation, collaborative innovation, cultural exchanges, and social services for Central Asia. It aims to help China's technology and standards go global, actively serve the national "Belt and Road" initiative, and high-quality, promote the practice of training transportation talents in Central Asia, contributing to regional cooperation and the construction of the "Belt and Road" and the China-Central Asia community with a shared future.
