Guidelines on Global Development Capital Pool (Provisional)

Article 1    In order to plentifully gather the development cooperation funds of all international development cooperation participants, promote multi-party cooperation, generate a large-scale effect, better match international development resources with the actual development needs of developing countries, and accelerate the implementation of the Global Development Initiative (GDI) and advance the United Nations 2030 Agenda for Sustainable Development through the implementation of projects in Global Development Project Pool, China International Development Cooperation Agency (CIDCA) will actively encourage financing of Global Development Capital Pool. To regulate the financing efforts, the Guidelines are hereby formulated.

Article 2    The purpose of the Global Development Capital Pool is to provide the necessary financial support for the Incubation Pool projects of it so that they can be implemented and achieve the desired results.

Article 3    The principle of “voluntary participation, multi-party cooperation, innovative approach, open and transparent operation” will be observed in the financing of the Global Development Capital Pool.

Article 4    CIDCA is responsible for the management of Global Development Capital Pool.

Article 5    Entities that have the will and ability to fund the Global Development Project Pool projects may participate in the financing of Global Development Capital Pool:

1.Chinese entities;

2.UN agencies and other intergovernmental international organizations, international financial institutions, international non-governmental organizations in consultative status with the United Nations Economic and Social Council or recognized by China;

3.Entities from various countries: Governments, non-governmental organizations in consultative status with the United Nations Economic and Social Council or recognized by China, other relevant entities recognized by China, etc.

Article 6    The financing shall be oriented towards global development cooperation projects in GDI’s eight priority areas.

Article 7    CIDCA will encourage and coordinate relevant Chinese development resources to be tilted in support of the Global Development Project Pool. The main methods of participating in the Global Development Capital Pool include:

1.The funder signs a cooperation agreement with CIDCA, agreeing on the scope of the cooperation and the uses to which the funds will be put, and under which CIDCA will recommend to the funder projects from the Incubation Pool that meet the requirements. If the funder agrees to support the projects, the applicant shall coordinate directly with the funder. After agreements to support the project reached with the funder, the applicant shall actively promote the preliminary preparation of the projects and regularly report the progress of the projects to CIDCA;

2.The funder and CIDCA sign a donation agreement specifying the designated purpose and projects, agreeing on the amount of the donation and its usage, and the funds will be transferred to the account designated by CIDCA, used to support mutually agreed a specific projects in the Incubation Pool;

3.Funds provided by beneficiaries.

Article 8    The funds invested shall be in principle used and managed in accordance with the established rules and systems of the funders.

The funds invested based on a donation agreement shall be used and managed by CIDCA in accordance with the applicable requirements of the donation agreement. CIDCA shall establish a sound management system for the use of such funds to ensure that the funds are used legally and in accordance with the willingness of the funder.

Article 9    The funds used to support the projects shall be legal funds over which the funder has the right to dispose.

Article10   The entities that have signed the cooperation agreement and donation agreement with CIDCA shall strictly fulfill the obligations agreed upon therein. Relevant bodies who fail to fulfill the obligations agreed upon due to their own reasons may not apply for any Global Development Project Pool project within five years. In case of adverse impact or economic loss, the relevant body shall bear the corresponding legal responsibility.

Article 11  The CIDCA shall be responsible for the interpretation of the Guidelines.

Article 12  The Guidelines shall be implemented on a trial basis as of the date of publication.
