CIDCA official attends IFAD seminar

On Oct 24, Tian Lin, director-general of the Department of Supervision and Evaluation of  the China International Development Cooperation Agency (CIDCA), attended a knowledge-sharing seminar hosted by the International Fund for Agricultural Development (IFAD) on the occasion of the United Nations Day.

In his opening address, Tian said that the supervision and evaluation of China's foreign aid projects started as New China's foreign aid cause began, and it has continuously improved in quality and efficiency as China's foreign aid transforms and upgrades into international development cooperation in the new era.  

He noted that since the establishment of the CIDCA, a dedicated supervision and evaluation department has been set up to continuously promote the building of a supervision and evaluation system for foreign aid and international development cooperation with Chinese characteristics.  

The fundamental goal of foreign aid supervision is to prevent problems from occurring, emphasizing supervision at every stage and throughout the whole process, and foreign aid evaluation strives to establish an adaptive "ecosystem" through the integration and innovation of concepts, methods, and means, he noted. 

Foreign aid statistics sector constantly improves the investigation system, establishes comprehensive statistical indicators, and gradually optimizes the data analysis and supporting functions thereof, he explained.  

After years of efforts, a "broad supervision" pattern of China's foreign aid has taken shape, which will continue to be reformed and improved in line with the development of China's foreign aid, he said, adding that China is willing to work with its global partners to strengthen dialogue and exchanges in the field of supervision and evaluation, and to help promote the sustainable development of South-South cooperation and tripartite cooperation. 

All parties agreed that supervision and evaluation is crucial to promoting South-South and tripartite cooperation. They also exchanged experience and shared knowledge on such topics as the enhancement of data accessibility and credibility, and the materialization of supervision and evaluation results. 

The seminar, centered on the theme "strengthening supervision and evaluation: facilitating achievements in sustainable development", saw attendance both on and offline of representatives from international organizations such as the Organization for Economic Co-operation and Development, and China offices of related organizations within the UN system, as well as think tank experts.
