The launching ceremony of the management agencies of the Zhongguancun Science City and the Haidian District Non-public Enterprise Party Building Conference were held at Beijing Nirvana Resort on Aug 29.

During the event, outstanding Party members, Party workers and advanced Party organizations in the non-public science and technology enterprises were commended; and three documents on strengthening non-public Party building in Haidian and promoting talent innovation and entrepreneurship in the Science City were revealed.

Among them were "Opinions on Giving Full Play to the Party Organizations of Non-public Enterprises in Haidian District", "Several Measures on Reforming the Party Building of Non-public Technology Enterprises in Haidian District" and "Measures to Support Talents Innovation and Entrepreneurship in Zhongguancun Science City".

At the event, the Party Working Committee and Management Committee of Zhongguancun Science City were unveiled by the municipal leaders.

With the launching of the Party Working Committee and Management Committee of Zhongguancun Science City, new-type management institutions that are highly compatible with the core functions of Zhongguancun Science City will be established; an innovative platform with multiple innovation entities such as central research institutes, universities, and innovative enterprises will be built; and a platform and mechanism with strategic foresight and moderate flexibility which leads the construction of the National Science and Technology Innovation Center and even the entire national innovation system will be constructed.

According to reports, the Zhongguancun Science City will strengthen research on basic and cutting-edge technologies, promote the construction of the National Laboratory of Cyber Security, the Beijing Academy of Quantum Information Sciences and the Beijing Academy of Artificial Intelligence, give full play to the roles of various market-oriented funds, such as the original innovation fund, and accelerate transformation and industrialization of transformation.

Yu Jun, Party Secretary of Haidian, said that the district will support the plans and major projects of Zhongguancun Science City in order to accelerate its construction.

Li Junjie, a member of the Standing Committee of the Haidian District Party Committee and deputy head of the district, commended the outstanding Party members, outstanding Party workers and advanced Party organizations in the non-public science and technology enterprises.

On the same day, the district issued the "Opinions on Giving Full Play to the Party Organizations of Non-public Enterprises in Haidian District" (hereinafter referred to as the "Opinions"), "Several Measures on Reforming the Party Building of Non-public Technology Enterprises in Haidian District" (hereinafter referred to as "Several Measures") and "Measures to Support Talents Innovation and Entrepreneurship in Zhongguancun Science City" (hereinafter referred to as "Supporting Measures").

It is reported that the "Opinions" adapt to the new situation and propose four standards to play the role of political leadership and cohesion. The "Several Measures" were introduced to solve new problems in the Party building of non-public technology enterprises in Haidian District. The "Supporting Measures" refer to the upgrading of the "Haidian District High-level Talent Accumulation and Cultivation Program" that has been implemented for six years by the district government.

The upgraded program supports the introduction and cultivation of innovative and entrepreneurial talents. Talents are divided into five categories: top talents, leading innovative talents, leading entrepreneurial talents, leading talents in science and technology services, and young talents.

Talent introduction and cultivation is achieved through platforms for attracting talents at home and abroad, the "double station" platform, key talents innovation and entrepreneurship bases, and the "Haidian Outstanding Talent" scholarship program.
