To support the science and technology service industry, Zhongguancun has established a technology service system with Zhongguancun characteristics and stepped up the industrialization of scientific and technological innovation achievements.

Issue targeted supporting policies

Zhongguancun added initiatives to support science and technology service platforms in "Measures to Manage the Funds for Innovation Projects of Zhongguancun Science Park" in 2017. The measures will support science and technology platforms which provide technology transfer services, intellectual property services, standardized services and testing and certification services, as well as military-civil cooperative innovation services.

Zhongguancun also unveiled "Measures to Manage the Construction of Science and Technology Service Platforms (Trial)" in 2019 to further clarify the assessment of the platforms.

Three science and technology service platforms

Through open application, three IPR and testing and certification service platforms were incorporated into the supporting system of Zhongguancun in 2018. Among the three platforms, there are two IP service platforms: the intellectual property platform operated by Beijing Mengzhiwang Technology Company, Quandashi; the intellectual property platform operated by Beijing Zhiguagua Technology Service Company, Zhiguagua; and the testing and certification platform operated by Beijing Ketian Technology Company, EasyScience.

The platforms use artificial intelligence, big data, Internet and other technologies to integrate resources and standardize, streamline and simplify complex and professional technology services, greatly reducing the cost of technology services for sci-tech companies.

Meanwhile, through attracting more high-quality professional service organizations to the platforms, they have also further accumulated high-quality scientific and technological service resources, optimized the structure of science and technology service resources, and improved the service quality.

Strong service capabilities

First, strong service capabilities. The three platforms adhere to specialized, standardized and market oriented development, have strengthened their own construction, optimized the management system, innovated the service model in 2018, and improved the service capabilities, management level and capacity for sustainable development.

Second, obvious supporting role. The three platforms, based on the core development tasks of Zhongguancun, provided services for Zhongguancun enterprises and actively cooperated with the Zhongguancun Administrative Committee and the management organizations of sub-parks to carry out various tasks in 2018, increasing the service and supporting role.

Third, aggregation effect. The three platforms actively played a role in resource agglomeration, and attracted a number of high-end service agencies in 2018. The two IP service platforms have gathered 3,528 service organizations, and the testing and certification service platform has gathered 15,027 service organizations.

In the next step, the Zhongguancun Administrative Committee will actively expand the scope of support for the science and technology service platforms and launch a new open application. At the same time, it will strengthen the standardized management of science and technology service platforms, and guide the platforms to continuously improve the service functions so that they can provide professional services for Zhongguancun enterprises at preferential prices and contribute to the innovative and high-quality development of Zhongguancun.
