According to Beijing E-Town's "Two Zones" office, in 2023, the actual utilization of foreign investment in the area exceeded $1.1 billion, a year-on-year increase of 182 percent.

In 2023, Beijing E-Town successively issued nine foreign investment measures and 20 foreign enterprise services, constructing a policy system supporting foreign-invested enterprises with "2 (policies + measures) + X (list of support matters)".

Among the nine foreign investment measures, Beijing E-Town focuses on supporting the landing and development of foreign-invested enterprises in such fields as multinational company headquarters, high-end manufacturing, and services, providing incentives for their establishment, contribution, and scale, with a maximum of up to 100 million yuan ($13.89 million).

Shortly after the policies were introduced, the Beijing Faurecia Exhaust Aftertreatment System Expansion Project was signed and settled in Beijing E-Town. The total investment of the project is 45 million yuan, with a production space of 19,200 square meters, and will add 10 production lines upon completion.

In 2023, 86 foreign-invested enterprises were newly established in Beijing E-Town. Currently, the area is home to over 1,200 foreign-invested enterprises from more than 62 countries and regions worldwide, with 102 Fortune Global 500 companies investing in 157 projects. 

Recently, Sidel Machinery (Beijing) Co increased its investment by $106 million, further enhancing the localization level of its existing products.

The area will also provide incentives and support for foreign-funded R&D centers, with the highest reward of 5 million yuan for global R&D centers of foreign enterprises.

A total of 20 foreign enterprise services are focused on increasing the opening up of advanced manufacturing, promoting the development of high-end service industries, supporting trials in key open areas, and conducting such activities as finding markets, recruiting talents, and seeking partners for foreign enterprises.

The service area of the "Two Zones" and foreign investment and trade in the government service hall of Beijing E-Town is currently being upgraded.

According to staff, since the service area entered operation, comprehensive acceptance and consultation windows have been set up, providing "one-stop acceptance" for 93 foreign-related approval matters, such as the establishment of foreign-invested enterprises, import and export tax exemptions and refunds, work permits for foreigners in China, and identification of Hong Kong, Macao, and overseas Chinese nationals.

The area also provides "one-stop consultation" for five major sections - international trade rules, metrology certification, international commercial certification, international talent services, and foreign-related intellectual property legal services - totaling 46 businesses. 

As of the end of January 2024, the special zone has accumulated nearly 5,500 consultations, acceptances, and document issuances.

Beijing E-Town has now opened a multilingual service hotline for foreign trade and international talent, providing round-the-clock services and establishing a sound "24/7" fast service channel.
