其具体措施包括:2019年中超(Chinese Super League)、中甲(China League)、中乙(China League Two)俱乐部投资人的注资额同步下降,由各俱乐部议定指标,共同遵守,并在2020和2021赛季持续降低;2019赛季所有国内球员将根据新规签订新合同(all domestic players will sign a new contract under the new regulations),薪酬待遇按税前金额及新的标准重新签订;2019赛季继续执行原有的引援调节费政策,即中超、中甲俱乐部引入外籍球员(foreign player)资金支出不超过4500万元/人次,引入国内球员(domestic player)资金支出不超过2000万元/人次。
