Risk Level Update and Reopening Guidelines
In view of the current epidemic situation in Xiamen, we hereby notify you of the following:
I. Starting from 0:00 October 5, 2021, the risk level of Butang Village, Wuxian Town in Tong'an District is reduced to LOW from MEDIUM.
II. Starting October 5, stepwise approaches will be taken to reopen the outdoor areas of parks, tourist attractions, the Mountain-to-Sea Trail, and sports facilities in Siming, Huli, Jimei, Haicang, and Xiang’an Districts (except those in closed-off or closed and controlled areas). The following public health protocols shall be strictly implemented: scheduling appointments, staggering visitor arrivals, taking body temperatures, checking health codes and mask-wearing, and following a 75% occupancy limit rule.
III. Starting October 6, indoor venues such as cinemas and theaters, museums, libraries, fitness centers and sports facilities, as well as dine-in services of eating and drinking establishments shall be reopened in an orderly manner in Siming, Huli, Jimei, Haicang, and Xiang'an Districts, EXCEPT:
Venues in closed-off or closed and controlled areas or those being clear of closed-off or closed and controlled status for less than 7 days;
Basement premises;
Poorly-ventilated venues that fail to meet relevant epidemic prevention regulations;
Venues that have not been effectively disinfected;
Venues that are identified as ineligible for reopening by district-level headquarters for epidemic response or competent authorities.
Indoor venues that qualify for reopening shall rigorously implement such protocols as appointment scheduling, curtailing foot traffic, checking body temperature and health codes, as well as enforcing the use of masks. The number of customers permitted in the facilities at any given time must not exceed 50% of their maximum occupancy. Eating and drinking establishments shall reduce seating density at each table and ensure at least 1.5 meters of separation between different tables. They shall also prohibit activities that make droplet transmission easy, such as Jiuling (the drinking game), Huaquan (the finger guessing game), dicing, and Doujiu (the drinking contest).
IV. The Gulangyu Island will reopen from October 6. Relevant venues on the Island will be managed as per the above-mentioned requirements.
V. Please note that the following regulations shall continue to be in effect across Xiamen City:
All residential communities (villages) put under closed-loop management;
Contactless delivery for take-away food parcels and other packages;
Postpone weddings while holding funerals in a simpler way with reduced crowd size;
Suspend all kinds of public gatherings and dinning in large groups;
Suspend exhibitions, commodity fairs and other in-person activities with large crowd size.

China announced and implemented on May 15 a policy allowing visa-free entry of foreign tourist groups aboard cruise ships via all cruise ship ports along the country's coastline.
China and Georgia are set to waive visa requirements for travelers starting May 28.
