To fully ensure an effective epidemic response and resolutely curb the spread of COVID-19, we hereby notify you of the following, pursuant to the Law of the People's Republic of China on Prevention and Treatment of Infectious Diseases, the Emergency Response Law of the People's Republic of China and relevant regulations:

I. People who reside in the medium- and high- risk areas in Xiamen and the key precautionary areas in Tong'an District shall stay put while others shall not leave the City unless for essential reasons.

II. Stringent traffic control shall be exercised on expressways, national and provincial highways. Only vehicles for emergency and epidemic response, transport of essential supplies, and other special purposes are allowed to leave the City.

III. People who do need to leave Xiamen, including drivers and passengers of freight vehicles (hereinafter collectively referred to as "essential travelers") shall meet the following conditions: living in the low-risk areas; being fully vaccinated; being clear of the ten major symptoms of COVID-19 infection, such as fever and cough; and holding green health codes and negative nucleic acid testing certificates issued within 48 hours.

IV. Essential travelers shall apply for departure QR codes on the iXiamen official WeChat account (ID: ixm0592). Those who intend to leave by train, plane or private vehicle shall truthfully fill in required information and sign the Letter of Commitment for Essential Outbound Travelers. Eligible drivers and passengers of freight vehicles shall, apart from fulfilling the above-mentioned requirements, submit the Letter of Commitment issued by the local enterprises with which the vehicles are registered or linked. Special-purpose vehicles are allowed to leave Xiamen with permits issued by competent authorities of Industry and Information Technology, Commerce, Transport, Construction, Public Facilities and Landscaping, Torch Development Zone for High Technology Industries, etc.

V. Essential travelers shall present green health codes, negative nucleic acid test reports within 48 hours, and departure QR codes when leaving Xiamen (Those holding special-purpose vehicle permits can be exempted from departure QR codes). They shall also comply with such epidemic prevention protocols as body temperature checks, security inspection, and category-based traffic management.

This Notification shall come into force as of 12:00 pm, September 24, 2021, and remain in effect until Xiamen is cleared of medium- and high- risk areas.
