From June 26 to 28, China's Vice-Minister of Justice Zhao Changhua attended the 12th St. Petersburg International Legal Forum upon invitation. He delivered a speech at the thematic session on criminal law and attended plenary sessions of the forum.
In his speech, Zhao noted that under the guidance of Xi Jinping Thought on the Rule of Law, China's Ministry of Justice (MOJ) adopts a basic criminal policy of tempering justice with mercy. He briefed on the MOJ's practices in taking education and rehabilitation as the central task, and adopting multiple measures to facilitate the smooth reintegration of offenders into society while effectively preventing and reducing recidivism.
He called on relevant parties to adopt a more inclusive approach, engage in cooperation and exchanges in related fields, enhance mutual understanding and learning, and jointly contribute to global crime governance and crime prevention, thus providing solid legal guarantees for the building of a community with a shared future for mankind.
On June 27, Zhao held talks respectively with Belarusian Minister of Justice Yevgeny Kovalenko and Russian Deputy Minister of Justice Vadim Fedorov upon invitation. They reached broad consensus on deepening bilateral exchanges and cooperation in areas of law and judicial administration and achieved practical outcomes.
Zhao also exchanged views with Deputy Minister of Justice of Uzbekistan and senior officials from the ministries of justice of Kazakhstan and Cuba. Additionally, he visited relevant regulatory facilities in Russia upon invitation.
During the forum, Zhao attended a themed exhibition on BRICS countries' practices in promoting the rule of law and delivered a speech at the ethnic cultural show of BRICS countries. Representatives from the MOJ's departments also participated in discussions at relevant sub-forums. At the cultural show, programs organized by the provincial justice departments of Shaanxi and Gansu were also performed.
