Minister of justice surveys judicial administration in Gansu

From April 28 to 30, Minister of Justice He Rong conducted a survey on strengthening the development of Red culture of the rule of law, legal guarantees for Belt and Road cooperation, and advancing the reform of the administrative reconsideration system in Northwest China's Gansu province, where she also visited staff of judicial organs.

Hu Changsheng, secretary of the CPC Gansu Provincial Committee, and Ren Zhenhe, governor of Gansu, held talks with the survey team.

During her survey, the minister visited the Nanliang Training and Education Center on the Rule of Law and the Lenin School in Qingyang, judicial offices and the provincial administrative reconsideration hall to gain an in-depth understanding of the development of judicial administration in Gansu.

She also chaired a symposium with heads of the provincial justice departments of Hebei, Jiangxi, Shaanxi and Gansu as well as experts to listen to their opinions and suggestions on strengthening legislation for the protection of Red cultural resources, which are related to the history of the CPC.

She fully affirmed the notable progress Gansu has made in promoting the rule of law and judicial administration under the leadership of the provincial Party committee and the provincial government.

She emphasized the need to thoroughly implement the guiding principles of the important remarks by Xi Jinping, general secretary of the CPC Central Committee, on boosting the development of China's western region in the new era, and to strengthen exchanges and practices in the rule of law under the Belt and Road Initiative framework by leveraging Gansu's unique advantages, in a bid to better serve the country's high-quality development.

Efforts should be made to thoroughly explore and make good use of the Red resources in the Shaanxi-Gansu Border Revolutionary Base area, strengthen theoretical research on and the transformation of Red culture of the rule of law, and adopt targeted measures to strengthen law education for the young people so as to pass on the Red genes, she noted.

The justice minister called for advancing the reform of the administrative reconsideration system, exploring more practices in strengthening the supervision and coordination of administrative law enforcement to promote the construction of a law-based government, standardizing the construction of judicial offices, promoting effective dispute resolution and better leveraging its role in grassroots governance.

The Ministry of Justice (MOJ) and the Gansu provincial government signed a memorandum on strengthening the protection and utilization of Red resources to promote the high-quality development of the rule of law and judicial administrative work in Gansu.

Additionally, the MOJ and the National Office of Law Popularization named the Lenin School as a national youth legal education and practice center.

Liu Changgen, a member of the Standing Committee of the CPC Gansu Provincial Committee and secretary of the Political and Legal Commission of the CPC Gansu Provincial Committee, and Huang Ruixue, vice-governor of Gansu and director of the Public Security Department of Gansu, also participated in the survey.

Vice-Minister of Justice Hu Weilie also attended the symposium and working talks.
