Heilongjiang’s Jiamusi accelerates building of wide-ranging modern public legal service system

Jiamusi, a city in Northeast China's Heilongjiang province, has made solid progress in building a multidimensional and wide-ranging public legal service system over the years, which saw public legal services and capacity continuously improved, according to its justice bureau.

To clarify the standards of its public legal services, the justice bureau of Jiamusi has issued a guideline on regulating the city's four-level public legal services, which marks Heilongjiang's first guideline on the building of a public legal service system.

The guideline has effectively addressed the issues of inconsistency in construction standards, operational modes and service norms in the construction of service platforms by summarizing and presenting evaluation and assessment contents in tables, sorting out relevant standards and presenting them in the forms of signs, labels and flowcharts.

So far, the city's justice bureau has achieved the goal of establishing 10 provincial-level demonstration units for building public legal service platforms ahead of schedule.

In addition, the bureau has created a one-stop public legal service system by integrating judicial and administrative resources, in a bid to provide convenient and accessible legal services to the public.

The justice bureau has released a list of the city’s public legal services specifying 83 service items across five categories, including legal counseling and service application. The list also clarifies the details and contact information of the basic public legal service projects in Jiamusi so as to provide personalized, targeted and efficient legal services to the public.

So far, judicial departments of all county-level regions within Jiamusi have formulated their own public legal service checklists based on the actual conditions of their judicial and administrative work, and have released them on government websites.

In addition, a high-quality and law-based business environment has been fostered to promote the development of private enterprises in Jiamusi.

In 2023, the justice bureau has opened windows for legal services involving private enterprises in 11 public legal service centers within Jiamusi, where lawyers are assigned to provide timely feedback for legal service needs of private enterprises. A total of 57 legal lectures have been conducted by the justice bureau, benefiting 218 enterprises. Meanwhile, over 24,000 sets of related materials have been distributed, and 302 issues related to private enterprises have been handled, effectively reinforcing the legal "firewall" for the development of private enterprises.

The judicial administrative system of Jiamusi, focusing on the major concerns of both market entities and the public, will continue to promote the standardization and regulation of public legal services, coordinate legal service resources and optimize a law-based business environment for enterprises, in a bid to support the city's development with high-quality and law-based governance, according to the justice bureau.
