Ningxia cultivates legally savvy villagers to promote rural vitalization

Northwest China's Ningxia Hui autonomous region has cultivated more than 77,000 villagers as legally savvy talents in recent years, achieving the full coverage of members of village Party branches and villagers' committees. This effort aims to further enhance rural residents' legal awareness and ability, as well as provide better legal services and guarantees for rural vitalization, according to the region's justice department.

Legally savvy talents refer to villagers who have good legal literacy and certain legal knowledge. The region has divided the legally savvy talents into five categories according to topics such as marriage and family, business operation, public security management, the protection of the rights and interests of the public, and comprehensive legal affairs.

To date, the specially trained villagers have taken part in about 40,000 legal publicity events, the resolution of 14,000 conflicts and disputes, and the establishment of village regulations and conventions.

Ningxia has established an annual evaluation system, through which legally savvy villagers will be promoted or demoted based on their grading results. Those who violate laws and disciplines will be promptly dismissed and such cases will be made public, according to the regional government.
