Yunnan moves to improve law-based business environment

The government of Southwest China's Yunnan province has recently issued guidelines on 23 measures targeted at improving the province's law-based business environment.

On the basis of relevant policies and measures targeted at accelerating the construction of a market-oriented, law-based and international business environment, the 23 measures focus on important fields and key parts of the business environment amid the country's efforts to promote sound legislation, strict law enforcement, impartial administration of justice, and society-wide observance of the law.

This move will help address difficulties and troubles arising amid the province's efforts to improve its law-based business environment and will enhance legal guarantees and the quality and effectiveness of services for market entities, so as to further bolster that environment in a comprehensive manner.

The measures highlight six special actions targeted at enhancing supervision of special industries and important fields in an all-round manner, and focus on standardizing the development of cultural tourism with special actions to regulate the market.

The measures also emphasize the need to strengthen legal guarantees for rural vitalization and to conduct special actions to enhance law enforcement and supervision in agricultural and rural fields, so as to maintain operation of agricultural production.

Efforts have been made to strengthen judicial guarantees for the business environment with five important prioritized tasks regarding enterprise-related cases, so as to equally protect legitimate rights and interests of various market entities in accordance with the law and actively create a legal business environment suited for commercial activity.

In addition, the measures call for efforts to improve the smart construction of the law-based business environment and to establish and better utilize the province's various smart legal service platforms, such as the "blockchain plus administrative law enforcement and supervision" and the "one-stop" service system for smart courts, through modern technologies such as big data, cloud computing, artificial intelligence and blockchain.
