Liaoning promotes rule of law in rural areas

Northeast China's Liaoning province has taken a series of measures to promote the rule of law in its rural areas, with a focus on rural vitalization.

These measures include the formulation of a work plan for legal publicity and law-based governance, the introduction of a list of responsibilities, as well as the promotion of the smooth integration of legal publicity and law-based governance.  

As of now, Liaoning has 112 nationally recognized demonstration villages and communities for promoting democracy and the rule of law, and 400 provincially certified villages and communities of this kind. These villages and communities have contributed to promoting law-based governance within rural areas and have provided solid legal guarantees for the country’s rural vitalization strategy.

Measures have also been taken to further enhance legal publicity in households. To date, the province has cultivated over 8,000 demonstration households for studying and using the law. Relying on these households, the province has encouraged a larger number of villagers to acquire legal knowledge, improve their ability to handle affairs in accordance with the law, seek law-based solutions in the event of trouble, and solve problems and settle disputes in accordance with the law.

So far, the province has cultivated more than 68,000 legally savvy talents, and each administrative village and community is estimated to have cultivated at least five such talents. They are playing an indispensable role in carrying out legal publicity and education activities, helping resolve disputes and advancing law-based governance at the grassroots level within rural areas.

Furthermore, mediation organizations at all levels in the province mediated over 105,000 cases from January to April this year, an increase of 102 percent year-on-year.
