Yunnan legally-savvy talents play key role in promoting rule of law

Since the implementation of the program to cultivate legally savvy talents in villages and communities, Southwest China's Yunnan province has consistently intensified its efforts to enhance the program's role in promoting the rule of law.

The legally-savvy talent team in the province comprises talents selected from such groups as village and community officials, people's mediators and grid workers. These talents have already become an important force in promoting legal publicity, resolving disputes and facilitating rural vitalization. 

The province has enhanced its training sessions for legally-savvy talents. Over eight hours of classes on legal knowledge have been held every year, covering such topics as the Constitution, the Civil Code and the basic rural management system.  

In Yangbi county of the province, a legally-savvy talent team dedicated to legal publicity has been established to improve these talents' capability in resolving disputes. 

"The publicity team consists of legal experts such as lawyers and court presidents. They provide various support to the legally-savvy talents, including online trainings, on-site education, opportunities to observe legal practice and guidance on daily dispute mediations," according to an official with the county's justice department.

By the end of 2022, the province had selected a total of 67,510 legally-savvy talents, of whom 61,259 talents had received relevant training, and 53,523 had been awarded competence certificates.

Notably, the province has cultivated at least three legally-savvy talents in each of its villages and communities, covering all of its villages and communities.

On March 16, the province released a guideline on further enhancing the cultivation of legally-savvy talents through a special campaign. The guideline aims to fully leverage the active role of the talents in promoting the rule of law in rural areas and enhancing social governance at the grassroots level.

As a result of these endeavors, a sound social atmosphere has been gradually formed where people handle affairs in accordance with the law, seek law-based solutions in case of trouble, and solve and settle disputes in accordance with the law.
