The justice department of East China's Jiangsu province has taken measures to provide high-quality legal services and strong legal guarantees for the country's new development pattern through such methods such as legislation, law enforcement, judiciary and legal publicity.
The department has prioritized the optimization of the law-based business environment and focused on serving market entities to promote law-based governance in the province.
With a focus on promoting industrial upgrades and circulation, the province has deepened its "industrial chain plus legal service" business model. It has established connections with 112 high-quality industrial chains and 1,056 major enterprises, with the participation of 1,025 legal service organizations. A comprehensive legal service system has been formed, covering the main industrial chains of the province.
Efforts have been made to further promote public legal services and improve relevant service lists within industrial parks. A total of 19 legal service matters in three categories related to enterprises have been implemented. And 128 large private enterprises have employed corporate lawyers, so that they can operate their businesses in accordance with laws and regulations.
Some 925 law firms have established cooperation relationships with 95 federations of industry and commerce at the county level and 1,520 chambers of commerce.
The province has collaborated with the federation of industry and commerce to carry out a series of legal publicity activities in private enterprises. It has visited over 2,900 enterprises, released 3,112 legal opinions on risk prevention and control, and resolved over 2,586 disputes related to enterprises, as well as having provided free legal services for small and micro enterprises.
To facilitate high-level opening up, the province has promoted the substantive and standardized operation of 16 overseas legal service centers and accelerated the establishment of provincial legal service demonstration organizations in foreign-related fields. A provincial talent pool of 305 lawyers specializing in foreign-related fields has been formed. The talent pool covers such foreign-related fields as international trade, maritime commerce and affairs.
Relevant measures have also been introduced to promote notarial services for the protection of commercial secrets. To date, 1,217 enterprises have registered on the online notarization service platform, which is dedicated to commercial secret protection. They have developed 6,815 secret-related projects and signed 7,263 relevant contracts and agreements on the platform. Since the beginning of this year, over 26,000 notarizations of intellectual property rights have been handled.
Furthermore, the province has encouraged 13 arbitration institutions to set up professional intellectual property rights platforms. Since the beginning of this year, these institutions have handled 106 arbitration cases related to invention patents, technical services and franchises involving a total value of 150 million yuan ($21.08 million).
