Hainan makes efforts to enhance mediation capability with local characteristics

In recent years, South China's Hainan province has taken innovative measures to build a mediation brand with local characteristics by establishing and improving relevant working mechanisms that align with the emerging needs of the Hainan Free Trade Port and that meet public expectations.

To date, the province has a total of 20,630 people's mediators, with 1,526 full-time mediators and 19,104 part-time mediators, who form a solid foundation for the mediation work in  the province. 

Based on local conditions, relevant authorities in the province have fully utilized these mediators, from whom they have learnt about public opinions and concerns, enabling them to resolve disputes in their early stages. As a result, social governance capabilities have been consistently improved at the grassroots.

So far, the province has established a diversified dispute resolution mechanism that integrates multiple mediation resources in such areas as public security and legal affairs. Since 2019, legal advisors in the province's villages have played a part in resolving 9,029 disputes.  

A number of personalized mediation studios have been established based on local conditions and mediators' expertise, playing an active role in effectively resolving disputes at the grassroots level. 

In addition, the province has set up several professional and industrial mediation organizations, such as the mediation committee for tourism disputes, in a bid to comprehensively improve the province's mediation capabilities.
