Minister of Justice He Rong conducted a survey on local efforts to improve law-based governance in Beijing on June 14.

Yin Yong, mayor of Beijing, and Tan Xuxiang, vice-mayor of Beijing, participated in the survey.

During her visit to the Beijing Municipal Justice Bureau, He Rong learned in detail about the thematic education campaign on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, as well as the capital's construction of an administrative law enforcement information service platform. She stressed the need of strengthening theoretic study, investigation and research, as well as enhancing education and rectification in an all-around manner to deepen and substantiate the campaign.

She urged efforts to beef up the development of informatization so as to help improve the coordination and supervision of administrative law enforcement, promote strict, standardized, impartial and non-abusive law enforcement, and advance the building of a law-based government.

The minister also visited the justice office and the comprehensive dispute resolution center of Tongyun sub-district in Tongzhou district, the Beijing Public Legal Service Center and the Beijing Fangyuan Notary Office to learn about the construction of justice offices, diversified dispute resolution, people-centered notarization, as well as the integration of public legal service platforms of entities, hotlines and internet channels.

Efforts should be made to accelerate the construction of a grand mediation pattern in the new era and strive to resolve disputes at the grassroots level and in their early stages, she pointed out.

Concrete measures should be introduced to bring convenience to the people seeking notarial services based on their diversified and personalized needs, and to streamline the work processes to the greatest extent possible, in a bid to effectively improve the quality and efficiency of the services, she said.

She urged a focus on the most pressing difficulties and problems that are of great concern to the people related to the rule of law. She stressed the importance of optimizing the modern public legal service system, and establishing a comprehensive legal service network that provides complete and readily accessible services, in a bid to enhance the people's sense of gain regarding the rule of law.
