He Rong, China's Minister of Justice, attended the 11th St. Petersburg International Legal Forum and delivered a speech via video link, upon the invitation of Konstantin Chuychenko, minister of justice of the Russian Federation, on May 12.

He Rong underlined that under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core, the Ministry of Justice (MOJ) adheres to the guidance of Xi Jinping Thought on the Rule of Law and further advances overall law-based governance, making new achievements in building the rule of law in China.

The MOJ has formulated and improved supporting regulations to optimize the business environment and advanced a law-based administration to accelerate the building of law-based governance.

Efforts have been made to meet the people's needs by improving legal services and carrying out legal publicity activities to consolidate the foundation of the law-based society. These measures help to give full play to the role of the rule of law in consolidating foundations, ensuring stable expectations, and delivering long-term benefits, so as to build a modern socialist country in all respects under the rule of law, she added.

Noting that the world today is confronted with unprecedented risks and challenges, she said China is willing to conduct in-depth consultations with all countries and jointly explore the improvement of multilateral rule of law cooperation mechanisms such as the United Nations and the Shanghai Cooperation Organization, so as to promote the building of a community with a shared future for mankind.

Justice ministers and legal heads from more than 20 countries and regions, including China, Egypt and the United Arab Emirates, attended the forum.
